HSE Officer Job Description

  • The ideal candidate will have a strong background in occupational health and safety, with a degree or diploma in the field or any engineering discipline.
  • They should have at least 5 years of relevant experience in construction and oil/petrochemical industries.
  • Familiarity with Singapore's workplace safety and health regulations is essential.
  • The role requires excellent communication and technical writing skills, as well as proficiency in MS Office applications.

Responsibilities:

  • The HSE Officer will be responsible for managing the Group HSE Management System certified to OHSAS 18001:2007.
  • They will lead the HSE personnel in troubleshooting HSE issues, including TW Bukom (Shell Pulau Bukom) and TW Seraya (Shell Jurong Island).
  • The officer will provide direction and leadership for the Group HSE personnel and departmental head in incident investigation and reporting.
  • They will also lead the Emergency Team in major accident recovery and case study.
  • The HSE Officer will plan and conduct monthly HSE training and effectively use a range of WSH tools and processes to implement WSH programs and drive compliance.
  • They will develop an inspection/audit program and assist in tender submission on HSE matters.
  • The officer will advise subsidiary companies on all HSE matters, ensure compliance with all legal and regulatory requirements, and update subsidiary companies on changes to statutory regulations and legal requirements.
  • Additionally, they will conduct safety induction courses for new employees and contractors and inspect the workshop and yard to identify sub-standard practice/acts, equipment, and potential hazards.
  • The HSE Officer will assist in organizing the Annual Safety Promotion and Campaign and ensure that the monthly safety observations are closed in a timely manner.
  • Finally, they will ensure that all tools, equipment, and machinery brought in by contractors meet all statutory legal requirements.

Requirements:

  • A degree or diploma in occupational health and safety or any engineering disciplines.
  • MOM Registered Workplace Safety and Health Officer certification.
  • At least 5 years of relevant experience in construction & oil/petrochemical industries.
  • Candidate should be dynamic, self-motivated, proactive, and result-oriented.
  • Effective communication skills, including verbal presentation and technical writing skills.
  • Proficiency in MS Office applications, relevant safety and health legislations, Singapore Standards, Codes of Practices, and guidelines.
