The Data Governance & Compliance Department is tasked to define and implement data management strategies for HPB. As the custodian of HPB's data, we play a pivotal role in the provision of secured environments and processes to ensure that data is stored, processed, and distributed safely. We work closely with other HPB departments to cultivate a culture of good data management and with other government agencies and strategic partners in initiatives to benefit citizens.
We are looking for a dynamic, meticulous and passionate individual, with strong adaptability, analytical and stakeholder engagement skills, coupled with data governance and/or data protection experience, to join us on this pioneering journey to shape and transform the way data is used and managed to delivery better programmes to citizens. In this role, you will play a crucial part in shaping and implementing new or refined standards and processes related to data governance, citizen consent and data management, build strong ties with business teams and external partners to align our data strategy and processes with strategic goals and contribute to the overall success of shifting towards a more data-driven HPB. Through this role, you will have the opportunity to chart new waters, understand how different business teams make use of data and also work with central agencies and our industry partners to adapt best practices and guidelines to HPB's context.

RESPONSIBILITIES

  • Reviewing, interpretating and formulating data standards, data access policies, data sharing frameworks, business processes, procedures and guidelines, and provisioning the required tools to support the implementation of effective Data Governance within HPB

  • Leading and providing advice to HPB Divisions on the application of prevailing data protection laws and policies to various data sharing initiatives and programmes

  • Collaborating with relevant internal stakeholders to structure data sharing arrangements for data to be accessed, used and shared legitimately with appropriate data protection safeguards put in place

  • Acting as the main liaison for related Data Governance & Data Management Instruction Manual policy questions from other Governmental Agencies

  • Leading the provisioning of related Data Management operational services such as facilitating the approval of data access, maintaining Data Management webpages, conducting annual Data Management Quiz, monitoring, tracking and reporting of quiz participation rate and results, submitting Data related KPIs, GeoSpace access review, metadata submission via Government's Data Vault services and update and maintenance of related Data Management forms, training materials, etc

  • Reporting the progress and outcomes arising from the implementation of HPB's data strategy

  • Driving, monitoring and reporting the implementation of related Data Security programmes within HPB, including Data Risk Assessments and Data Assurance Checks

  • Work with internal teams and vendors to support and perform related internal & external data compliance checks, review, and report to report compliance findings to HPB Senior Management Team

  • Leading the preparation of materials to update senior management on the progress of the Data Strategy and Data Governance programmes in HPB and surface issues and challenges for collective deliberation and decision-making

  • Work with and mentor interns to support various projects and initiatives

REQUIREMENTS

  • Relevant qualifications in Computer Science, Engineering, Business Analytics, Business Management, Law, Information Management or related discipline, from a recognised university.
  • Professional certifications in data governance, data analytics, business analytics, data science, or related fields would be advantageous.
  • Minimum 5 years of relevant experience in leading and delivering data governance/ data protection/ data management related work, with the ability to work with system and business users to identify and define requirements
  • Experience in working within information/record management with a good understanding of information management practices including information lifecycle management, data modelling, master data management and carrying out business audits and requirements gathering
  • Experience of gathering requirements for data warehouse or similar data systems would be advantageous
