Roles & Responsibilities

This role focuses on sector planning of the community mental health services through data management for analysis of the profile & trends, effectiveness of service and evolving needs. This includes scanning of the sector landscape and recommendations to the service model.

Key Accountabilitie


Sector planning of community mental health services

  • Conduct ongoing review of the community mental health models including literature review, outcomes and learning points.
  • Review the planning parameters and assumptions to enhance the care model of services to better support the clients and caregivers needs.
  • Work closely with health model and capability development team to conduct scanning of the sector landscape to keep track of the evolving needs and new services for partnership and or enhancement of services.


Data management of the community mental health services which includes collation and analysis of data to support the team to influence care model for services, resourcing and sustainable funding.

  • Work closely with programme managers to collect and clean raw data for aggregated and targeted analytics of the community mental health programmes.
  • Conduct quarterly monitoring to understand the data trends and practices.
  • Responsible to support data requests for both internal and external stakeholders in adherence to the guidelines for data requests.
  • Share the findings, learnings and recommendations to the relevant stakeholders including the MOH divisions through various modalities and platforms.


Develop capability building resources to promote quality and consistency in service delivery.

  • Review and propose recommendations for capability building needs of the community mental health providers including to work with HOD and relevant stakeholders in identifying the training required beyond the recommendation of the stepped care model competencies
  • Work closely with the capability development team and the training providers to support the development of newer training programmes and or resources required.
  • To translate findings into practice through the development of protocols and practice guide for the community mental health sector.

Job Requirements:

  • Recognised Bachelor degree preferably healthcare-related discipline
  • Minimum 2 years of working experience in community/health care sector.
  • Prior experience in mental health, health care or community care is desirable.
  • Candidates with prior experience in data management & analysis and programme evaluation is preferred.
  • Good stakeholders/ partners engagement and project management skills
  • Good writing and presentation skills
  • Competent in MS Office Word, Excel, and PowerPoint.
  • Good interpersonal and communication skills; proactive, responsible, good, team player, can work independently, able to manage change & ambiguity
  • Able to multi-task and possess strong analytical, problem solving and project management skills
