Roles & Responsibilities

Resident Technical Officer (Civil & Structural)

  1. To carry out site supervision and inspection of structural and architectural works. This includes any off-site manufacturing as instructed by the Architect/Engineer so as to ensure that works are constructed to required quality and accuracy.
  2. To monitor progress of the works on site and at any off-site manufacturing facilities and report delays immediately.
  3. To ensure that works are only carried out strictly within the stipulated time and/or at other time as directed by the S.O. or other designated CAAS officer. Any ‘noisy works’ shall only be carried out within the time stipulated by CAAS.
  4. To provide standing supervision as and when directed by the S.O. Rep or CAAS Engineer/CAAS Representatives.
  5. To enforce site safety and other measures to control dust, noise and vibration caused by the Contractor’s works.
  6. To maintain proper and updated records of all works done, including records of all activities, tests, inspections, status of works, safety, material and equipment on site, labour, day works, site diary, provisional quantities, weather condition etc.
  7. To check all drawings (including shop drawings) and sketches to verify and ensure that works are carried in accordance to approved drawings.
  8. To check that Contractor execute preliminaries items and conform to all requirements as stipulated in the contract.
  9. To check service routes and Contractor’s setting out and report any deviations to the S.O. and/or his engineer/architect.
  10. To check that all works are carried out in a safe and proper manner including temporary supports and protection.
  11. To verify reports and claims submitted by Contractor, including keeping record of all variations/changes as instructed or approved by the S.O.
  12. To attend to users’ and Contractor’s queries to ensure no disruption and/or disturbance to the operations of the Singapore Changi Airport in Changi East.
  13. To co-ordinate works (including advance works) of all contractors and other direct contractors working at the site.
  14. To inspect and ensure works are carried out in accordance to specifications and requirements, and to take over completed works.
  15. To ensure that the Contractor’s workers are carrying out works only at their designated areas. No loitering and entry to unauthorised areas are allowed.
  16. To undertake any other duties related to the project as and when instructed by the S.O. /Project Manager and/or his Engineer/Architect.
  17. To fully complete the supervision of all building works carried out by the Contractor.
  18. To have a minimum 5 years of working experience.
  19. To attend weekly progress meeting at CAAS Meeting Room, Terminal 2.
  20. Resident Technical officer should be Singaporean.

  4. Replacement of Air-Cooled Chillers
  5. Replacement of Chiller Plant Heat Exchanger
  6. Installation of Refrigerant Leak Detection System Chiller Plant Rooms
  7. Refurbishment of Existing AHUs for Backup prior to replacement
  8. Replacement of Air Distribution System (AHUs, CRAC Units, Chilled Water FCUs and DX Units)
  9. Installation of New Chilled Water PFCU at Equipment Room
  10. Replacement of Air Handling Units
  11. Replacement of Chilled Water FCUs at Staff Lounge
  12. Installation of New Pre-Cool Chilled Water FCUs Staff Lounge
  13. Replacement of Mechanical Ventilation Fans
  14. Replacement of Exhaust Fans to Ancillary Building Transformer Room
  15. Installation of New Mechanical Ventilation Fans to Equipment Rooms
  16. Replacement of Other Mechanical Ventilation Fans
  17. Installation of Fresh Air Supply
  18. Installation of Indoor Air Quality Display
  19. Replacement of Hose Reel Pumps

  1. Replacement of Hose Reel Tank & Pumps
  2. Replacement of Non-Addressable Fire Alarm System to Addressable Fire Alarm System
  3. Replacement of Existing Halon/Argonite Fire Suppression System to Clean Agent Fire Suppression System
  4. Improvement Works to Existing Dry Risers
  5. Extension of Fire Sprinklers Coverage
  6. Addition of Smoke Detectors Coverage
  7. Replacement of Sprinkler Pumps and Combined Sprinkler/Hosereel Tank
  8. Replacement of Hose Reel Pumps
  9. Replacement of existing Fire Alarm Panel to Addressable Fire Alarm System

  1. Replacement of Domestic Water Booster Pumps c/w Hydropneumatics Tanks
  2. Replacement of Domestic Water Tanks
  3. Installation of new NEWater System
  4. Replacement of Cooling Tower Make-Up Water Tank and Pumps
  5. Replacement of Irrigation Water Tank and Pumps

Resident Technical Officer (Civil & Structural)
Diploma in Civil or Structural Engineering or equivalent from local polytechnic or Diploma in any construction-related field from any local polytechnic or BCA Academy or National Certificate on Construction Supervision from BCA Academy;
Registered as Resident Technical Officer with Institution of Engineers Singapore (IES) or Association of Consulting Engineers Singapore (ACES);
Possess 5 years of relevant site supervision experience as a Resident Technical Officer on local projects; and
Resident Technical officer should be Singaporean.



Resident Technical Officer (C&S)

Part-Time working on an hourly basis and including transport to site for working and all establishment charges, etc. for working during Monday to Saturday from 5.30pm to 8.30am next morning (minimum 1 hour work)
