What the role is

  • Incumbent is part MOMA that drives learning and development initiatives to support MOM's business strategies and outcomes. MOMA focuses on providing quality learning and development solutions to MOM officers to support officers' professional development and enable them to be competent in their present and future roles through robust systems and comprehensive professional development roadmaps.
Incumbent will be involved in organisational learning and development to help shape the learning culture in MOM. He/she will work closely with various key stakeholders to identify learning gaps, develop curriculum, and implement appropriate learning interventions that are aligned to MOM's business needs and competency frameworks

What you will be working on

  • Key Result Areas (KRAs)

  • Collaborate with various key stakeholders to identify learning gaps and develop curriculum / appropriate learning interventions that are aligned to MOM's business needs and competency frameworks
  • Design and develop curriculum and training roadmaps, including digital learning content.
  • Curate, design and implement learning contents, and where necessary, translate these into simple bitesized learning materials such as infographics, short videos, articles, toolkits
  • Conduct regular review of the relevancy of training materials/curriculums
  • Review feedback from learners and external stakeholders on the impact and effectiveness of learning and make suitable recommendations for improvement, if any

Outcome:

  • Capability plans for the various job familiies and measurements of success of the programmes.
  • Capability roadmaps various profiles of officers.
  • Rollout of training programmes
  • Analysis of training effectiveness of programmes.
  • Plan and execute learning interventions aligned to MOM's business needs
  • Ensure quality training delivery, including conducting standup training and/or assessing the training delivery including online training materials
  • Manage the execution of key milestone training programmes based on adult learning pedagogies and utilize various instructional techniques and formats to engage learners and promote effective knowledge transfer.
  • Perform horizon scanning to identify appropriate training vendors and/or learning resources that would help achieve the intended learning outcomes.
  • Effect management of vendors to fulfil desired outcomes.
  • Work with Principal Programme Manager and Procurement Partners to develop procurement requirements specification for ITQ/ITT when required

Outcome:

  • Develop Programmes based on learnercentric models of teaching/learning

What we are looking for

  • At least tertiary education in any discipline from a recognised institution.
  • WSQ Advanced Certificate in Training and Assessment (ACTA) / Advanced Certificate in Learning and Performance (ACLP) qualification
  • At least 5 years of working experience in learning & development or related field.
  • Knowledge of adult learning methodologies and experience in standup training is required
  • Familiar with competencybased learning and development
  • Highly proficient in MS Office suite, working knowledge of Shareable Content Object Reference Model (SCORM) or other similar standards is an advantage.
  • Experience in:
  • Curriculum design, development of training materials and case studies
  • Managing all aspects of the learning cycle (Learning Needs Analysis, Design, Development, Delivery and Evaluation)
  • Learning management systems, development of elearning solutions and courseware (added advantage)
  • Ability to work independently and manage projects closely with mínimal supervision
  • Strong stakeholder management and interpersonal skills
  • Technologysavvy with keen interest in digital and new technology
  • Good team player
