Duties:

As a Transportation Specialist, you will:

  • Support development and implementation of processes and procedures for improving excavation damage prevention. Works with State Programs Division personnel, and regional offices to organize and exhibit a unified stance on excavation damage prevention activities. Conducts Excavation Damage Prevention Enforcement Effectiveness Evaluations and drafts correspondence for program improvement.
  • Conduct State Program Evaluations; Progress Report scoring; Grant Reviews; New Program Manager Orientation; participate in NAPSR and other stakeholder meetings as directed. Draft correspondence for program improvement.
  • Develop and maintains effective working relationships with state, regional, and local levels interested in OPS programs. Duties include verbal and written correspondence with stakeholders; representing OPS at conferences, trade shows, symposia, and meetings; developing and delivering presentations and briefings to stakeholders as necessary; developing papers, speeches, reports, and other relevant communications materials in response to requests for information; working cooperatively and congenially with stakeholders as required.

Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.

Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:


  • Experience with state pipeline safety evaluation techniques, policies, laws, technologies, and practices

Experience with state excavation damage prevention laws and practices to prevent excavation damage to pipelines and other underground facilities

Experience inspecting transmission and distribution pipeline systems for compliance with state and federal pipeline safety regulations.**
