Department: Facilities and Maintenance

Reports To: Head of Facilities

Works Collaboratively With: Head of Facilities, Principals, Director of Operations, Head of School, Security Executive

Assigns Task to / Supervises: Maintenance, Housekeeping and Landscaping

Key Accountability

Reporting to the Head of Facilities, this position plays a crucial role in ensuring compliance with fire safety, workplace safety and health regulations, including COVID-19 safety protocols, and security on campus. In addition, the role involves supervising the maintenance, housekeeping, and landscaping teams, with a focus on driving sustainable initiatives. The individual may also be responsible for overseeing various facility-related projects as delegated by the Head of Facilities.

Responsibilities

Fire Safety Manager
  • Perform and fulfill the duties of the Fire Safety Manager for the campus
  • Conduct regular reviews and updates of the Campus Emergency Response Plan
  • Carry out routine fire safety inspections to ensure adherence to fire safety standards
  • Establish and train the Fire Safety Committee and CERT team
  • Organize and conduct Table-top Exercises, Fire Drills, CERT training, etc.
  • Coordinate with SCDF and FSSD on the latest regulatory requirements
  • Ensure compliance with the annual Fire Certificate renewal
Workplace Safety and Health
  • Conduct joint inspections with the designated Independent Safety Consultant to maintain safety standards and equipment
  • Review and keep up-to-date risk assessments and Safe Work Procedures records for external contractors
  • Recommend policy changes to Management to meet regulatory standards
  • Prepare and oversee WSH Committee reports and minutes
  • Act as the Safe Management Officer
Security Management
  • Collaborate with the Security Executive to develop and enforce security policies and procedures
  • Manage campus-wide security systems such as CCTV, Thermal Scanner, Visitor Management System
  • Assist in planning, coordinating, and overseeing maintenance and integration works for Security Systems
  • Propose enhancements to bolster campus security and optimize security resources
Facilities Management
  • Lead the team in day-to-day operations regarding maintenance, housekeeping, and safety
  • Ensure proper upkeep of buildings and facilities, resolving facility-related issues in coordination with stakeholders and contractors
  • Schedule and oversee equipment and facility maintenance, fostering strong vendor relationships
  • Coordinate with relevant departments on facilities-related procurements
Project Management
  • Assist in tender processes, pre & post-contract activities, and procurement tasks for Addition and Alteration projects
  • Manage hospital A&A projects
  • Supervise A&A projects from inception to completion and handover to end-users
Sustainability
  • Represent the Facilities Department in the Eco committee and drive implementation of eco-friendly initiatives
  • Follow through with the Sustainability Action Plan
  • Propose measures to reduce electricity and water consumption
Others
  • Execute any other assigned tasks from superiors
Requirements
  • Degree/Diploma in Facilities Management, Estate Management, Building and Maintenance, or similar field
  • Minimum of 6 years experience in a comparable role
  • Registered Fire Safety Manager with Singapore Civil Defence Force, with at least 4 years in fire safety management
  • Knowledge and certification in Workplace Safety and Health, preferably with WSQ Advanced Certificate in Workplace Safety and Health (Level B)
  • WSQ in Security and Environmental Control Officer certification (Specified Premises) will be advantageous
  • Proficiency in Microsoft Office Suite applications
  • Experience in international schools or multicultural environments is desirable
  • Demonstrated leadership in overseeing daily operations and projects
  • Strong writing skills
  • Excellent communication and interpersonal abilities
  • Positive attitude, resourcefulness, and team-oriented mindset
  • Ability to multitask, keen attention to detail, and work effectively under pressure
