Risk Management Group collaborates closely with business partners to manage the bank's risk exposure by balancing returns with an acceptable risk profile. Partnering with origination teams to provide financing, investments, and hedging opportunities to customers, investing significantly in people and infrastructure to run a successful business.

Technology plays a vital role in enabling DBS' vision of becoming Asia's leading bank. Continually challenged by technological advancements, evolving customer demands, and new regulatory requirements, we seek dedicated Technology Risk Managers to enhance the bank's technology and cybersecurity posture significantly. This role involves identifying potential technology and cybersecurity risks associated with existing and new systems, assessing impacts, and engaging with technology leaders to address risks based on enterprise risk appetite. Risks and mitigation plans are reported to senior leadership for review.

The Role

The ideal candidate is a proactive self-starter who thrives in a dynamic environment, working collaboratively with Technology risk teams. They should possess strong analytical skills to assess information, identify risks, and be curious about control issues. Responsibilities include conducting governance forums on technology risks, tracking and reporting, providing regular staff training on cyber, information, and technology risks, and creating awareness campaigns.

Responsibilities
  • Formulate and uphold information and technology risk policies, standards, and guidelines for the organization, collaborating with Technology stakeholders to enforce risk management policies.
  • Review the adequacy of technology standards and guidelines aligned with associated risks.
  • Analyze emerging trends, systemic issues, and potential technology risks, including tracking and management reporting.
  • Collaborate with technology stakeholders to implement relevant technical IT risk measures.
  • Challenge historical and proposed practices using data-driven approaches.
  • Partner with peers to report infrastructure and cybersecurity risks relative to risk appetite.
  • Support effective risk governance committees and thematic second-line assurance reviews.
  • Provide regular staff training and enhance the business' understanding of regulatory/compliance risk requirements.
  • Forge effective engagement with key stakeholders on risk management matters.
  • Prepare comprehensive reports on technology risk management activities for senior management.
  • Communicate complex technology risk concepts clearly and concisely.
  • Assist in budgeting, administration, and coordination of technology risk-related matters with internal and external partners.
Requirements
  • Degree holder.
  • Minimum 12-15 years of relevant working experience, with over 6 years in 2nd Line of Defense in Financial institutions.
  • Consideration given to professional memberships and security certifications like CISA, CISSP, CISM, CCSP, etc.
  • Certified Information Systems Auditor (CISA), Certified Risk & Information Systems Control (CRISC), Certified Cloud Security Professional (CCSP), and SRE practitioner certifications favorable.
  • Proficient in identifying issues and risks, designing controls, and risk indicators.
  • Experienced in risk frameworks, policy implementation, and leading discussions on reporting requirements.
  • Strong technical expertise and knowledge in relevant fields.
(1) Technical Experience
  • IT professional with good knowledge of technology platforms and systems in banks.
  • Experienced in IS or risk management with exposure to Agile, DevOps, SRE, and security.
  • Proficiency in risk assessment tools, data analysis, and reporting software.
  • Sound understanding of regulatory requirements and industry standards.
(2) Non-Technical Experience
  • Skilled in creating awareness campaigns to elevate the bank's technology risk culture.
  • Strong critical analytical skills to express supported viewpoints with data to both technical and non-technical audiences.
  • Proficient in influencing corrective actions in collaboration with Line 1.
  • Excellent planning, project management, and organizational skills.
  • Ability to work with all levels of management and staff, solutions-oriented.
  • Passionate about hands-on learning and emerging technologies' risks.
  • Performance-oriented and self-driven individuals.
(3) Work Relationship
  • Support the Head of Unit in team responsibilities.
  • Strong in knowledge sharing with peers and collaborating with technology managers.
