Duties:


The Senior Data Integration Liaison (Data Scientist) serves as the principal architect of Data Program products and services, providing related expert consultation in data architecture, data integration, warehousing, and security, and analytical concepts and methodologies across the DHS enterprise.


Specific responsibilities include:

  • Serves as a Data Scientist utilizing programming skills, statistics, machine learning, artificial intelligence, data visualization and critical thinking skills.
  • Serves as principal consultant for data analysis utilizing statistical techniques while leveraging machine learning and artificial intelligence to speed analytical process and expand analytical capabilities.
  • Enables a culture of data and evidencebased decision making through leading the development of analytical products and services.
  • Identifies and evaluates new technology solutions for improving the collection and use of data.
  • Serves as technical advisor for the modernization of technical infrastructure to support data management, advanced analytics, and to enhance data value at appropriate cost.
  • Reviews the impact of the current and emergent infrastructure on data asset accessibility and coordinates with stakeholders to reduce barriers that inhibit accessibility.
  • Advise efforts to track and integrate data collections, data purchases, databases, physical data models, and linkages between data sets across the DHS.
  • Lead and integrate data lifecycle management activities and data quality measures on behalf of the DHS.
  • Oversee data standardization related activities to include the preparation, extraction, provisioning, protection, and dissemination of data.
  • Ensures that DHS data conforms to specific policyrelated activities and, to the extent practical, with data management best practices.
  • Responsible for developing and managing data management policies, leading the DHS data repository and catalog, and managing data exchange development, metadata standards and compatibility with emerging web data standards.
  • Governs enterprise data assets and inventory to ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the DHS.
  • Supports statutory and regulatory requirements related to information resources management and the collection and release of information across the DHS, including the Information Quality Act (Pub. L and the Paperwork Reduction Act's (Pub. L required coordination and certification of information collection requests to the Office of Management and Budget.
  • Advises on the modernization of records management practices, translation of records management requirements into business processes, and management of records management risk in compliance with the Federal Records Act (Pub. L , the Presidential and Federal Records Act Amendments of 2014 (Pub. L , and the associated National Archives and Records Administration schedules.
  • Collaborates with data stakeholders across levels, including leadership within and across DHS, other federal agencies, and industry leaders on data lifecycle matters, emerging technology, data sharing, regulatory imperatives, and security.
  • Serves as a liaison to the public and private Data Analysis Communities, as the Consultant for Technical Expertise, and provides expertise on all new major datarelated or dataintensive and statistical initiatives.
  • Develops and maintains effective academic and industrial relationships to ensure DHS benefits from the best commercial practices and technologies.

  • You must be able to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) security clearance.
  • You must submit to a drug test and receive a negative test result prior to appointment to this position.
  • Selectee may be required to serve a oneyear probationary period.
  • Selectee may be required to serve a oneyear supervisory probationary period.
  • Selectee will be required to complete an OGE 278, Executive Personnel Financial Disclosure form.
