[What the role is]


You will be part of the dynamic Capability and Programme Development team that is responsible for the building of workforce competency, under the Centre for Capability & Knowledge, Singapore Environment Institute.

Under the guidance of an Senior Assistant Director (SAD), you will work with team members and stakeholder departments to ensure that NEA officers and industry professionals are equipped with the requisite knowledge and skills for their work

[What you will be working on]

  • Work with internal and external stakeholders to develop, implement and/or review competency frameworks and job competency matrices.
  • Conduct organisational competency profiling exercises to identify competency gaps and develop appropriate interventions (e.g. an L&D roadmap).
  • Engage departments and facilitate the distillation of critical functional competencies, appropriate proficiency levels and training to support competencybased growth.
  • Rationalise competencies across competency frameworks.
  • Support the conduct of proficiency validation exercises by departments.
  • Plan and manage communication and engagement activities.
  • Prepare presentations, policy papers and briefs to facilitate timely updates to senior management.
  • Perform secretariat duties for various meeting and approval platforms.
[What we are looking for]

  • At least 5 years of relevant, practical experience in conducting and implementing competency framework development, competencybased profiling and learning needs analysis.
  • ACTA/ACLP, DACE, or similar adult training and education certifications would be an advantage.
  • Able to "connect the dots" and synthesize similar information for a more rationalised output.
  • Able to communicate complex ideas to a diverse audience in logical, simple terms and visually (e.g. infographics).
  • Able to perform logical analysis and provide meaningful insights for decisionmaking.
  • Able to write clearly and concisely.
  • Personable with genuine interest in meeting people and understanding their work.
  • A team player who is organised, able to multitask and work within tight deadlines.
  • A fast learner who is selfdriven, independent and meticulous.
  • Able to work in a fastpaced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
