We are on the lookout for an IT Project Management and Procurement Specialist to become a part of our team.

A summary of your job responsibilities:

  • Handle and oversee the procurement of ICT systems, goods, and services promptly, including preparing all necessary procurement deliverables for each project;
  • Participate in various project teams to ensure timely completion of procurement projects;
  • Offer business insights to project teams;
  • Create, review, and enhance tenders, contractual terms, and requirement specifications for ICT systems, goods, and services' procurement;
  • Understand government procurement policies and guide project teams in meeting these policies while fulfilling project requirements;
  • Identify potential procurement risks, their impact on project stakeholders, and suggest measures to manage these risks;
  • Assess proposals from suppliers;
  • Clarify and negotiate business requirements with suppliers;
  • Oversee billing operations to ensure business sustainability and proper cash flow;
  • Collaborate closely with business units to provide billing support and analysis;
  • Manage month/year-end billing closures and accruals;
  • Ensure billing tasks are completed within deadlines and tender specifications;
  • Engage with vendors regarding billing issues, disputes, and establish billing frameworks for vendor compliance;
  • Collaborate with auditors and awarded vendors on vendor billing audits;
  • Utilize billing templates and validation tools to uphold billing governance and processes;
  • Initiate innovation in work processes;
  • Monitor and Track Project Expenses and Timelines;
  • Maintain updated records and documentation of projects and related matters; and
  • Undertake any other assigned duties.

Requirements:

  • Familiarity with Government IM on Procurement;
  • At least 8-10 years of relevant work experience, particularly in procurement and billing;
  • Strong understanding of government infocomm environment;
  • Knowledgeable in ICT Procurement and contract management practices;
  • Effective communication skills across all levels;
  • Ability to work well in a team and self-motivated;
  • Capacity to consolidate various sources of information into a coherent whole; and
  • Proficiency in the English Language, both written and spoken;
  • Proficient in Microsoft Office, especially in Microsoft Excel and Powerpoint.
