What the role is

  • HRSC is a new shared services setup in the Ministry HQ that aspires to provide quality HR services for the workforce of MHA. We aim to innovate to deliver HR services professionally and with a heart, in partnership with Home Team Agencies and PSD. There are six branches in HRSC. This post is under the Business Excellence and Service Branch, which oversees HRSC's performance and governance, service experience, and HR systems in MHA.

The job holder will be joining a team that drives initiatives to leverage HR technologies to drive higher HR efficiency.

We are seeking a highly organized and experienced System Manager to oversee the management of HR systems for MHA HR.


What you will be working on

  • KEY RESPONSIBILITIES
  • You will oversee the development of a strategic plan for HR systems and technologies, including Identifying opportunities to streamline HR processes and improve system functionality, user experience, and data quality.
  • You will partner with the HRSC service delivery branches to understand their use of data analytics, translate into business requirements, and work with HR systems owners to develop HR analysis dashboards.
  • You will maintain the data architecture which involves mapping, transforming and ensuring quality of data ported from the information systems to the dashboards. You will also work with HR system owners to improve dashboard performance and troubleshoot performance issues.
  • You will raise analytics awareness of HRSSC officers by conducting in-house trainings on the use of analytics tools to achieve their business objectives.

What we are looking for

  • EXPERIENCES / SKILLS / QUALIFICATIONS
  • Experience
a. At least 4 or more years with working experience in project management and data analytics preferred; and
b. Prior experience in conducting workshops or training courses will be an advantage.

  • Knowledge
a. Skilled in one or more of the following data visualization and modelling techniques;
b. Knowledge in visualization software (e.g. PowerQuery, Tableau, MS Power Apps) and programming languages (e.g. R, Python, SQL) will be an advantage; and
c. Intermediate skills in Microsoft Excel (e.g. create pivot tables, excel dashboards)

  • Attributes
a. Strong analytical, problem-solving, and critical thinking skills to articulate business problems, elicit business needs and share insights with stakeholders;
b. Pro-active, resourceful and self-motivated to explore different tools and techniques for data presentation; and
c.

Strong facilitation and communication and presentation skills, with the ability to pitch ideas and gain stakeholder buy-in on proposed solutions.
