(KSL) is a non-profit organization, incorporated as a Company Limited by Guarantee under the Ministry of Social and Family Development (MSF) in Sep 2020 to support low-income families with children 0-6 years old in child development, especially through the KidSTART programme.


Description of Division/Branch
You will be part of the Programme Planning Division in KidSTART Singapore Ltd. (KSL), which includes the Service Policy & Planning Branch.

The Service Policy & Planning Branch's key task is to lead in the planning, development and review of operational policies for implementation of the KidSTART programme, so that KidSTART is implemented efficiently and effectively, in collaboration with internal/external partners and stakeholders including the families and children.

Responsibilities
You will lead in the collation, analysis and reporting of programme data for evaluation, planning and policy reviews.

You will be responsible for formulating strategies, policies, and driving projects to enable suitably resourced partners and stakeholders to deliver quality services that promote resilience and support young children and families towards a lifetime of positive outcomes.

Specifically, you will be part of a team that:

  • Oversees, analyses and reports on programme deliverables, data, budget projections and utilisation and tracks programme outcomes
  • Oversees the planning, design and development of service model, policies and processes, including funding and manpower models
  • Oversees the review and refinements of programme design, implementation, monitoring and evaluation of the KidSTART programme, interventions and capability development strategies
  • Oversees and tracks funded partners' compliance with funding agreements and addresses audit related queries
  • Provides support to the Workgroup set up to identify data to be collected and reports for planning, monitoring trends, evaluation and formulation of operational policies

Qualifications/Competencies

  • At least three years of relevant work experience in policy formulation, data analytics, planning, programme development
  • Strong tertiary qualifications in a related field
  • Strong writing, analytical and problemsolving skills
  • Driven, resourceful and a team player
  • Able to lead projects independently and engage stakeholders at different levels
  • Able to manage tight timelines and deliver outcomes in a fastpaced working environment
  • Flexible, nimble and able to adapt to organisational changes typical of startup organisations
  • Motivated towards learning and professional development
