Logistics Specialist

Primary Function/Primary Goals/Objectives:

• Responsible for Logistics operations. Fulfilment of outbound orders, coordinate with ALOG, Carriers, Freight forwarders and 3rd Party logistics partners to manage import and export process. Manage the movement of goods between in-plant and external warehouses, perform inventory controls activities such as processing movement request, scraps and returns; also responsible for tracking waste disposal and recycling activities, Customs and Trade compliance and management of 3rd party logistics providers.
• Responsible for implementing effective procedures that address all applicable customs and trade requirement. Consult with various Abbott functional areas (C&TC, Tax, Legal, Regulatory Affairs) to facilitate compliance activities accordance with Abbott guidelines. Serve as Primary point of contact for Customs and Trade matters and disseminate information within the local organization

Import & Logistics Operations

• Responsible for Import operations. Work with buyers and import agents to ensure resolution of import clearance issues, review inventory levels in both internal and external warehouses and plan material replenishment to ensure material availability at in-plant warehouse, manage 3PL performance and Issues, verify 3PL bills related to Import and in-plant operations. Also appointed Subject Matter Expert for Logistical processes and responsible for Logistics Standard operating procedures, Job Aids, Operator Standard work and responsible for all related training

Export Operations

• Responsible for Export operations. Process shipping orders and coordinate with service partners and planning center to execute shipment. Responsible for Export documentation. Application of health certificates, verify accuracy of commercial invoice and preferential certificate of origin. Ensure export document are compliant with the relevant Free Trade Agreement, Major Exporter Scheme and with Corporate Customs and Trade policies. Track and report daily documentation status and ensure Documentation KPI are met

Inventory Operations

• Responsible for Inventory Operations. Process material transfer request for movement between in-plant and external warehouse for both raw material and finished goods. Process material request for additional sampling and rework. Process scrap tickets and Return material authorization. Track and follow-up on request to ensure timely completion. Post transactions in the system and keep proper records. Execute cycle count according to count plan and report accuracy. Manage sales of non-rework powder and recyclable materials. Monitor and reorder warehouse consumables

Major Responsibilities:

Import & Logistics Operations

• Responsible for AMS warehouse utilization targets. Review and Prepare material replenishment plan and raise request for transfer of raw materials from external warehouse to support production needs. Analyze warehouse inventory and initiate inventory red flags for out-of-standards observations. Escalate red flags at Tier 1.5, follow-up with warehouse to resolve red flags. Trend and measure to improve
• Resolve import clearance issues, coordinate with import agent to resolve documentation issues. Perform post-entry verification for imports and ensure compliance with Customs and Trade procedures. Verify HS codes declared in Import documents are compliant with Major Exporter Scheme
• Trend and analyze all 3PL related issues, follow-up with 3PL to review root cause and ensure effective corrective and preventive actions implemented. Manage service level expectations, trend and analyze 3PL key performance indicators, review and address metric failures, implement improvement
• Verify billings related to Import and in-plant operations, ensure charges are accurate before submission of invoices to finance for payment
• Process claims against 3PL, ensure all reported and approved claims are successfully recovered
• Track the renewal of all Logistics related licenses and permits
• Subject matter expert for Logistics processes, responsible for developing and updating Standard operating procedures, Job Aids, operator standard work, 1 point lesson and provide the relevant training
• Ensure secondary records are audit ready at all times and support audit as required
• Any other duties as assigned by Supervisor

Export Operations

• Responsible for Export operations. Send shipment orders to 3PL for processing and follow-up daily on status. Coordinate export related activities between 3PL, ALOG, Singapore customs and Singapore Food Agency
• Apply for Singapore Food Agency (SFA) Disease free certificate and Veterinary health certificate
• Prepare Country of origin self-certification where applicable
• Verify accuracy of tariff codes declared in commercial invoices and Preferential Certificate of Origin and sign off before dispatch, verify HS codes declared in export documents are compliant with relevant Free Trade Agreement and perform post-entry verification and ensure compliance with Customs and Trade procedures
• Assist with investigations for logistics related customer complaints
• Track and follow-up on all export related issues, ensure timely resolution
• Attend daily Export documentation conference calls with ALOG and 3PL to manage document priorities and achieve Documentation KPI
• Monitor the inventory levels for export related supplies (bolt seals, temperature loggers, dunnage and slip sheets) and trigger re-ordering when stocks are low. Keep track of expenditures and ensure spending is within the budget
• Verify billings related to Export operations, ensure charges are accurate before submission of invoices to finance for payment
• Maintain Export document requirement matrix and Free Trade Agreement matrix. Ensure it is updated with latest importation requirement. Ensure new requirement are reported at Tier meetings
• Ensure import/export licenses and permits are valid and trigger renewals before expiration
• Ensure secondary records are audit ready at all times and support audit as required
• Any other duties as assigned by Supervisor

Inventory Operations

• Communicate Material Movement Request (MMR) to 3PL to execute transfer of raw materials from 3PL warehouse to AMS, track status of request and ensure delivered on time, perform MMR movement posting in SAP. Resolve issues related to MMR
• Communicate Rework Transfer Request Forms (RTRF) to 3PL to execute transfer of Finished Goods from 3PL warehouse back to AMS, track status of request and ensure delivered on time, perform RTRF transfer posting in SAP. Resolve issues related to RTRF
• Communicate Stock Transfer Orders (STO) to 3PL for transfer of Finished goods between different 3PL warehouse, track status of request and ensure completed on time, perform STO transfer posting in SAP. Resolve issues related to STO
• Communicate Material Request Forms (MRF) to 3PL to execute transfer of Finished Goods samples back to AMS, track status and ensure delivered on time, perform MRF posting in SAP. Resolve issues related to MRF
• Follow-up on Quality releases for Finished products stored in non-EDI warehouse, ensure Quality status is updated in 3PL systems and perform Stock location posting in SAP
• Track status of Returns Material Authorizations (RMA), MRF for raw materials and Scrap Tickets, ensure completed on time, perform posting in SAP. Follow-up and resolve issues
• Execute Cycle Count Program. Coordinate with Warehouse Specialist to align on resource requirement, generate weekly cycle count list for AMS warehouse, Input count results into SAP, request for recount if required, track and ensure completed on time, ensure count results are reviewed, approved and submitted to Finance in accordance with agreed service levels.
• Responsible for managing Sales of non-rework powder to Animal feed buyer. Initiate deliveries of rejected Finished Goods from the Approved for Animal Feed Sales List provided by Planning. Perform SAP scrap posting where applicable. Verify system posting are done in accordance with Sales delivery document for transactions posted by MFG. Keep proper records of all sales and perform sales reconciliation with Animal feed buyer monthly. Verify monthly bills before invoice issued to Feed buyer for payment. Review CCTV records of Animal feed buyer for decanning operations and record abnormalities.
• Responsible for managing sales of recyclable materials. Keep track of all deliveries to recycling vendor. Verify monthly bills before invoice issued to vendor for payment
• Monitor inventory levels of warehouse consumables and initiate shopping carts for re-ordering
• Ensure secondary records are audit ready at all times and support audit as required
• Any other duties as assigned by Supervisor

Requirements

• Minimum 3-5 years of relevant experience
• Working Knowledge of Import and Export operations and documentation requirement
• Familiar with Customs and Trade regulations, Major Exporter scheme and Free Trade Agreements
• Good communication and interpersonal skills
• Knowledge in Microsoft Office applications.
• Ability to work effectively in a cross-functional business team environment.
