Overview

Senior Manager/Manager (Audit-Transformation) role at the Ministry of Culture, Community and Youth (MCCY).

As a member of MCCY's internal audit team, you will provide assurance and advisory services to management and line divisions. You will assist the Head of Internal Audit in assessing the adequacy and effectiveness of the Ministry's and its Statutory Boards' internal and cybersecurity control systems by performing risk assessments to establish a systematic audit plan, executing fieldwork procedures and preparing audit reports that highlight risks or deficiencies and provide recommendations for improvement. You will also support the department's digital transformation and development of technical capabilities, and you will contribute to Audit Committee Secretariat duties and educate the line divisions, Statutory Boards and external stakeholders on the importance of internal controls and best practices for the public sector.

Responsibilities
  • Assist the Head of Internal Audit in assessing internal and cybersecurity control systems for the Ministry and its Statutory Boards; perform risk assessments to establish an audit plan; execute fieldwork; prepare audit reports highlighting risks or deficiencies and providing recommendations for improvement.
  • Support MCCY's digital transformation and development of technical capabilities.
  • Support Audit Committee Secretariat duties; educate line divisions, Statutory Boards and external stakeholders on internal controls and best practices for the public sector.
What We Are Looking For / Qualifications
  • IT Risk and Management Control: Evaluate and assess IT, cybersecurity, information security, and data privacy risks; apply IT control frameworks and conduct IT systems audits; develop comprehensive audit programmes to ensure statutory compliance; review information security infrastructure and controls; support strategic IT audit planning and execution; understanding of internal audit methodologies and control frameworks.
  • Strategic Transformation: Analyse emerging technologies and industry trends; evaluate opportunities for process improvement and innovation; assess cost-benefit implications of transformation initiatives; review and optimise organisational policies and procedures.
  • Other competencies: Ability to multi-task and work independently in a fast-paced environment; strong analytical, interpersonal and communication skills; strong engagement and collaboration skills with diverse stakeholders; prior internal audit and/or cybersecurity experience in public agencies would be an advantage; professional qualifications such as CIA, CA, CISA would be an advantage; degree/diploma in Accounting or IT Security or Data Science & Data Analytics with at least 3 years of experience; working knowledge of data analytics, forensics analytics, and transformation projects would be advantageous.
