Quantity Surveyor supporting and reporting to Director and Assistant QS Manager

To perform the full spectrum of duties required of a Quantity Surveyor

To be in control and responsible for the management of all contracts/sub-contracts activities, including meeting project budget, ensuring profitability, terms and conditions of the contract/sub-contract, and scheduling procurement activities to meet project deadlines.

To oversee, lead and manage the QS team for the overall direction, coordination, and execution of the projects from tender development to inception of construction to final completion of the Projects.

To oversee, lead and manage the purchase team for the overall direction, development to inception of construction to final completion of the project.

Main Job Tasks & Responsibilities

  1. Tender Development
    1. To register all tender invitations and seek approval from directors to accept invitation to tender
    2. Attend show round (if any)
    3. Assign QS to take off all quantities required and/or undertake to carry out the taking off process
    4. Collate and check that all necessary pricing required for the tender are in order and complete
    5. Discuss final tender pricing with superior 2 days before the closing date
    6. Oversee and ensure that all tenders are submitted on time
    7. Updates the tender summary chart
  2. Contract
    1. Assign QS to the job upon receipt of awarded contract and/or undertake to take charge of a specific project.
    2. Monitor and ensure the following are in order:
      1. project insurance (arranged by Admin Exec.)
      2. establish project deadlines (discussed with QS/PM/FM/SS)
      3. establish sub-contractor/suppliers list (discuss with PM/SS/QS)
    3. Monitor and ensure all necessary critical procurement are in place and on time in order to meet project deadline
    4. Establish and control project budget with team members
    5. Control and ensure the team worked on the approved project budget
    6. To manage, check and ensure progressive claims are in order and submitted on time
    7. To ensure and check all VOs are duly raised and acknowledged by client before any work may commence
    8. To handle, monitor and govern all contract administration and management
  3. Completion
    1. To monitor, check and ensure Final Account is in order and submitted on time (2 weeks after handover)
    2. To monitor, check and ensure final invoices are duly raised and submitted
    3. To follow up on consultant payment certification/practical completion certification, etc.
    4. To follow up on collection
    5. Monitor, manage and check that proper project closure are documented
    6. Monitor, check and ensure sub-contractor/vendors\' bills are in order
  4. To actively participate in ad hoc projects and other administrative duties
  5. Do awarding of contracts and preparation of contracts related documents
  6. Submit weekly updates on projects budget, costing and claim status
  7. Attend weekly and fortnightly projects/accounting meetings
