Chief Technology Officer

License Application & Regulatory Readiness Lead all technical deliverables for MAS Payment Services / DPT license application, including IT architecture, TRM compliance, cybersecurity, and BCP/DRP frameworks. Establish system controls aligned with MAS Notices (PSN-02, TRM, Cyber Hygiene, AML/CTF). Build the technology narrative and documentation for MAS interviews and inspections. Core System Architecture & Product Development Design and implement the core Payment Gateway / MCP (Multi-Currency Processor) connecting AI Agents, merchants, and institutional users. Build secure wallet and payment orchestration systems, supporting fiat and (future) digital asset settlement. Integrate and manage APIs with banks, card networks, and AI frameworks (e.g., OpenAI API, Anthropic, LangChain) to enable autonomous payment execution. Implement data pipelines and monitoring systems for transaction integrity, audit trail, and AI-triggered automation. Security, Compliance & Infrastructure Design wallet custody and transaction authorization models following segregation of duties and 4-eyes control. Oversee infrastructure deployment (e.g., AWS, GCP) with strong TRM alignment — including encryption key management, monitoring, and failover design. Lead cybersecurity readiness (pen-tests, SOC2 readiness, MAS TRM audit support). Strategic planning Work closely with CEO and Compliance team to balance innovation with regulatory expectations. Evaluate partnerships with banks, PSPs, and custodians. Shape long-term product direction — from AI-native payment control to digital asset settlement. Requirements Must-Have 5+ years experience in banking, fintech, payment technology roles. Deep understanding of MAS Payment Services Act, TRM, AML, and data protection requirements. Familiar with RESTful / Webhook APIs, payment orchestration, and transaction reconciliation. Technical stack familiarity: Python, Go, or Node.js, PostgreSQL, Kubernetes, cloud deployment (AWS/GCP). Proven ability to interface with regulatory bodies or compliance teams for license application or audit preparation. Nice-to-Have Experience with AI Agent / LLM frameworks. Prior experience in building systems that integrate Paynow, Stripe, Checkout.com, alipay, wechat pay or similar payment processors. Knowledge of digital asset wallets, MPC custody, or blockchain payment systems. Understanding of MAS DPT or MPI license process.
