Learning & Development Specialist Working Hours: Monday - Friday, Office Hours Work Type: 1-year contract (Convertible to permanent) Industry: Public Service Salary: Basic + AWS + VB We are seeking a Learning & Development Specialist to design and deliver impactful training programmes that strengthen capabilities in service excellence, compliance, and enforcement within the public sector. If you’re passionate about learning design, adult education, and improving public service outcomes , this role offers an opportunity to make a meaningful impact through well‑crafted training and development initiatives. What you will be working on? Design, review, and deliver online, blended, and classroom learning programmes based on identified needs and competency frameworks. Manage programme development processes, including stakeholder engagement, budgeting, and timelines. Support and organise learning events, including overseas study visits. Content Development Collaborate with subject matter experts to develop learning outcomes, curriculum, and materials such as e‑learning, toolkits, videos, podcasts, and case studies. Learning Delivery & Evaluation Facilitate workshops and learning sessions to drive engagement and application of knowledge. Assess learning effectiveness at both individual and organisational levels and recommend improvements. Research & Consultancy Conduct research on L&D trends to ensure training programmes remain relevant and future‑ready. Contribute to consultancy projects related to L&D, competency frameworks, and service transformation for public agencies. What are we looking for? Minimum Degree in relevant discipline. Experience in facilitation, design of learning interventions/programmes of different modalities (e.g. face‑to‑face, virtual, blended) would be an advantage. Speak confidently and professionally in front of groups and when facilitating learning interventions.
