JOB SUMMARY A CFCR Advisory role for Transaction Banking (TB) focused on Trade Finance. SCB has a strong global heritage as a leading Trade bank and this is an exciting opportunity for a seasoned risk manager to support a growing business that is at the forefront of contributing to global economies. The role holder will join the Group CFCC Transaction Banking Advisory team in their capacity as Director, CFCR CIB TB Trade and support the Executive Director, CFCR Advisory, TB, Trade, in managing all conduct, financial crime and compliance risks relating to TB Trade business. RESPONSIBILITIES Strategy Contribute materially towards the development, support and implementation of the vision, strategy, direction and leadership for Group CFCR Advisory TB team, consistent with the Executive Director, CFCR Advisory, TB Trade vision and strategy for the CFCR function and in support of the Bank’s strategic direction and growth aspirations. Provide consistent support to colleagues with responsibilities for CFCR Advisory TB, including highlighting key areas of pan-geographical focus. Drive an increased awareness of CFCR Advisory TB technical and strategic knowledge in regions and countries to sharpen focus on how local regulatory reform impacts the client segments. Emphasise global standards. Business Build and maintain an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality regulatory compliance advice and guidance to enable the business and functions to meet/ achieve their strategic/tactical objectives. Provide robust challenge to business and functional stakeholders where activities are outside risk tolerance/ appetite, escalating as necessary, until appropriate oversight and ownership is achieved including actions and plans to address any remedial action needed to come back within risk tolerance/ appetite. < TB business to provide timely regulatory compliance advice to ensure compliance with all relevant laws and regulations and support the transition to pro‑active and pre‑emptive compliance and conduct risk mitigation.Provide and communicate timely CFCR related advice, analysis (and challenge when appropriate) in relation to TB business including product design through to post sale reviews / assessments, new business initiatives, bespoke projects, remedial activities (including nature, scale and rigour of past business reviews), and transactional advice. Support the implementation of the SPOC‑COE model. This includes (but not limited to): taking ownership of incoming queries by not handing them off, taking a leading role in actively becoming the go‑to person for the business/function and ensuring advice provided is consistent throughout CFCR Advisory in relation to TB Business. Support the provision of timely regulatory compliance advice to ensure compliance with all relevant laws and regulations and support the transition to pro‑active and pre‑emptive compliance and conduct risk mitigation. Processes Support efforts to establish and maintain effective processes (including training, advice and support) to ensure that policies, procedures and standards to address compliance risks (excluding financial crime) are effectively implemented and adhered to across TB business. Timely mitigation and resolution of risks and issues, establishments of effective controls, in collaboration with all relevant stakeholders. Provide support and challenge to relevant stakeholders to ensure that they establish and monitor appropriate processes for compliance with compliance policies, procedures and standards (including meeting regulatory obligations and maintaining high standards of conduct). Collaborate with training teams to input into training curriculum to support closing of capability gaps and to meet the training needs of TB business. People & Talent Role‑model and assist the Executive Director, CFCR Advisory, TB Trade to build the appropriate culture and values. Promote and embed a culture of openness, trust and risk awareness, where ethical, legal, regulatory and policy compliant conduct is the norm. Stimulate an environment where forward planning, prioritisation, deadline management and streamlined workflows and collaborative, inclusive yet effective and efficient work practices are the norm. Provide constructive developmental feedback at business, function, country and individual level as appropriate, on CFCR matters. Contribute materially towards the migration of skill, knowledge, best practice and lesson learned across the network between CFCR Advisory and Centre of Expertise colleagues especially in relation to legal/regulatory risks and compliance with relevant regulations and internal policies/standards as they pertain to TB business. Risk Management Support efforts to ensure the effective management of CFCR matters, management of regulatory issues that have a significant impact on the Bank and support relevant stakeholders to respond to regulatory questions. In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure appropriate and timely escalation within the Group and that actions are taken quickly to remediate and/or activities are ceased. Ensure proactive and timely identification, assessment, advice and dissemination of evolving regulatory changes/practices and associated risks impacting TB business. Collaborate with other CFCR teams to support a programme for conduct, financial crime and compliance monitoring, surveillance and/or assurance for TB business. Support the provision of robust second‑line challenge and oversight of risk acceptance, mitigating action plans and processes owned by TB business including (but not limited to) specific Risk Framework Owner oversight of processes in TB business. Pro‑active identification of risks and concerns, including escalation to all relevant stakeholders. Ensure effective management of compliance matters, and in collaboration with the rest of the Compliance team, effectively manage regulatory issues that have a significant impact on the Bank. Provide reports and/or escalate to relevant risk and control committees and management group on key CFCR risks and issues. Maintain adequate management MI / trackers across all aspects of their coverage and responsibility to ensure all issues and matters are tracked, followed, regularly assessed and reported on. Ensure that global standards are understood and implemented, with any identified exceptions, or need for more/less stringent standards escalated to senior CFCR Management for joint decision‑making. Collaborate with the other CFCR teams to anticipate horizon risks that may have a significant impact on the Bank and develop effective strategies to mitigate such horizon risks including global standards for conduct of business. Governance Within the Group's overall Enterprise Risk Management Framework, support the appropriate risk‑based CFCR frameworks for identifying, assessing, managing, monitoring, mitigating and reporting compliance (including regulatory and financial crime) risks across TB business. Support the development and recommend (for approval by the relevant Risk Committee), appropriate compliance policies and procedures. Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.
