Project Control Manager
to join our Project Controls team in Singapore and work in Neste’s investment projects.
The Project Controls Manager is responsible for leading and managing the cost estimating, scheduling/planning, cost and progress control, change management, and information management aspects of the project. The Project Controls Manager accomplishes this by leading and coordinating a multi-disciplinary team to accomplish the objectives of each work stream.
You will report to the Manager, Project Controls and Support. You will work closely with colleagues in the investment project delivery, project execution teams and other functions to ensure the successful execution of the investment projects.

Key accountabilities and Responsibilities
Accountable for:
Development and maintenance of the integrated master control schedule and cost estimate, including supporting documents, for the entire project (not just EPC activities), incorporating schedule and estimate detail from the contractor(s)
Challenge and validation of cost estimates and schedules prepared by the contractor
Preparation of cost estimates for activities beyond the scope of the contractor’s estimate, and allocation of appropriate contingency in cost estimates
Preparation of estimate and schedule reports to the level of detail required for each stage gate
Development, documentation, and communication of a fit‑for‑purpose project work breakdown structure (WBS) incorporating input from all project stakeholders
Development and implementation of an owner project control plan that collects, reconciles, and compiles regular cost and schedule input from multiple sources to provide accurate and timely measurement, analysis, and reporting of project status and forecasts against plan for each project phase and for the overall project
Translation of the project’s master control schedule and estimate into a control budget for the project; implementing and monitoring costs in accordance with this budget, by phase, for the entire project until completion
Establishment and management of the project reporting process, including development and maintenance of standardised project report templates
Information management systems and development of a project information management (PIM) plan that will meet Neste requirements and facilitate an efficient data and information distribution process, including document and data handover
Responsible for:
Reviewing all cost, schedule, control, and information management deliverables and ensuring they are developed to the level of detail and quality expected at each stage gate
Managing all project team members and activities related to cost, schedule, control, and information management work streams, and ensuring these team members support achievement of holistic project objectives in accordance with the Project Director’s priorities
Coordinating cost and schedule risk analysis activities with the Risk & Assurance Manager
Ensuring project contracts and sub-contracts state up‑front what data the contractor must provide, when, and in what format to meet owner cost and progress control and reporting requirements
Developing and overseeing the project change management plan and procedures and monitoring the team’s adherence to these procedures
Participating in contract change order assessments and negotiations and ensuring change orders and other relevant claims are processed completely and promptly
If assigned as Deputy Project Manager, responsible for supporting the Project Manager in project development and execution, and in management and coordination of day‑to‑day project activities
