Core Accountabilities / Responsibilities: To develops and implements Standard Operating Procedures (SOP) and guidelines Responsible for overall manpower planning, deployment, scheduling, coordination & supervision of Dept. To prepares the overall manpower loading and reporting to Management Ensures the execution of Project Execution Plan (PEP), including project schedule and budgetary control To oversees budgeting, reporting, planning, and auditing Liaises with other Departments for smooth operation Manages the Operation Department, including the overseeing of all day-to-day project activities Helps to promote company culture that encourages top performance and high morale Identifies and addresses risks and opportunities for the company Develops risk management contingency plan in the operation of the Department Organizes Occupational Health and Safety (OHS) Committee and leads as team leader Conducts monthly safety meeting with OHS Committee Enforces OHS requirements of staffs and workers at workplace Supports worker communication with the Management team Ensures proper documentation are maintained in the Department Responsible for identifying and recording workers' skills competency Recommends to Management for workforce training and courses according to operational needs Approves leave application for the operation team Manages the OPS Dept. request for supply labour and coordinates with HR according to project needs Conducts ship inspection as required Initiates post mortem meeting review after project completion Requirements & Qualifications: Education & Certifications: Bachelor's degree in engineering, Business Management, Operations Management, or a related field Certifications in Project Management (e.g., PMP,) - advantageous Occupational Health & Safety Certification (e.g. OSHA) - advantageous Experience: Any relevant Maritime or Logistics certification (if applicable) Preferred minimum 5-10 years of experience in operations, project management, or manpower planning Proven track record in managing teams, workforce planning, and operational execution Experience in budgeting, auditing, and compliance Prior experience in the marine, shipyard, or construction industry (if applicable) Skills & Competencies: Strong leadership & team management - ability to lead and motivate teams Excellent organizational & planning skills - managing schedules, manpower, and resources Project management & problem-solving - handling risks, opportunities, and post-project reviews Knowledge of OHS regulations - ensuring compliance with safety standards Good communication & stakeholder management - liaising with other departments and workers Proficiency in MS Office & ERP systems - for documentation and reporting
