Position Overview The HSE Manager is responsible for the development, implementation, and continuous improvement of Health, Safety, and Environmental management systems onboard the FPSO and across associated onshore support activities. This role ensures compliance with regulatory requirements, company standards, and client expectations, while promoting a strong safety culture throughout all project phases — from design and construction to commissioning and operations. Key Responsibilities Strategic & Leadership Lead the FPSO HSE function, providing direction and guidance to HSE Officers, Supervisors, and offshore personnel. Develop and implement HSE policies, plans, and procedures in line with company and regulatory standards (e.g. IMO, MARPOL, OSHA, ISO 45001, ISO 14001). Serve as the focal point for all HSE matters with clients, classification societies, and regulatory authorities. Champion a proactive safety culture across all departments, ensuring engagement from management and workforce alike. Operations & Compliance Oversee implementation of HSE programs during design, fabrication, integration, hook-up, commissioning, and operations phases of the FPSO. Ensure compliance with relevant legislation, environmental regulations, and international standards. Conduct regular HSE audits, inspections, and risk assessments for both offshore and onshore facilities. Monitor and evaluate HSE performance metrics, implementing improvement actions where necessary. Coordinate incident investigation and root cause analysis, ensuring lessons learned are captured and shared. Training & Emergency Preparedness Develop and manage HSE training and competency programs for all personnel (including PTW, confined space, working at height, and emergency response). Ensure effective emergency response plans, drills, and procedures are in place and tested regularly. Liaise with emergency services, regulators, and clients on contingency and response plans. Environmental Stewardship Oversee waste management, emissions control, and pollution prevention measures on the FPSO. Ensure compliance with MARPOL requirements and environmental monitoring programs. Promote sustainability initiatives and energy efficiency onboard. Reporting & Documentation Maintain accurate records of all incidents, inspections, and audits. Prepare periodic HSE performance reports for management and clients. Ensure proper documentation of Safety Case, HAZID, HAZOP, SIMOPS, and other safety studies. Qualifications & Experience Education: Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related discipline. Postgraduate HSE certifications preferred (e.g. NEBOSH, IOSH, OSHA, or equivalent). Experience: Minimum 10–15 years of HSE experience in oil & gas, with at least 5 years in FPSO or offshore operations . Strong knowledge of offshore HSE management systems, risk assessment methodologies, and regulatory frameworks. Proven experience leading incident investigations and managing HSE teams in multicultural environments. Familiarity with project phases: design, construction, commissioning, and operations. Skills: Excellent leadership, communication, and interpersonal skills. Strong analytical and problem-solving ability. High attention to detail with a hands-on and proactive approach. Ability to influence and engage personnel at all organizational levels.
