Port Captain

We are looking for an experienced and safety-minded Port Captain to oversee the marine operations and HSSE compliance of a fleet of bunker and tanker vessels managed by a reputable Singapore-based ship management organization.The Port Captain plays a critical role in ensuring that vessels operate safely, efficiently, and in full compliance with flag, port, and class regulations. The role combines operational leadership, marine assurance, and crew management ensuring each vessel meets the highest operational and safety standards expected in the bunkering and tanker industry.Key Responsibilities: Ensure assigned ships comply with all HSSE policies, Company Safety Management System (SMS), and international regulations including ISM Code, ISPS Code, STCW, MLC, and applicable Flag/Port State requirements. Manage ship stability, navigation, mooring, and cargo operations of assigned ships, coordinating with:Flag and Port StatesTerminal and oil majorsClassification SocietiesShip owners or ManagersP&I and H&M insurance Conduct inspections, internal and external audits, navigation audits, and SIRE inspections for assigned ships, ensuring timely closure of deficiencies, non-conformances, and observations. Participate in and coordinate ship-shore drills, including:ISM Ship/Shore drills (every 12 months)ISPS Ship/Shore drills (every 18 months)Cyber Security drills (every 18 months) Ensure charts, ECDIS, publications, and port marine notices are updated; verify that vessel certificates, cargo hoses, fenders, and mooring equipment are valid and maintained. Review and monitor compliance with the Company's environmental policies, including MARPOL, ballast water management, waste management, and emission control requirements. Monitor deck monthly reports, Master's SMS review, and navigation reports for assigned ships. Assist in onboard incident investigations, participate as part of the Emergency Response Team (ERT), and ensure timely follow-up on corrective actions. Conduct interviews and assessments for deck officers, including:New employment or promotion recommendations for Masters and Chief OfficersDisciplinary reviewsMaster performance reviews (every 12 months)Re-joining briefings Provide feedback and recommendations on assigned ships during departmental and company meetings. Support the functions of shipping departments as required, and promote a strong safety culture in line with the Company's mission and vision. Perform other HSSE-related duties as assigned by the HSSE Manager to ensure continuous improvement and compliance across the fleet. Requirements: Recognized degree in Maritime Studies or equivalent qualification. Minimum 2 years of shore-based ship management experience preferred. Class 2 Deck Officer CoC (Chief Officer) will be an advantage. Strong technical knowledge of ship operations. Proficiency in Microsoft Office suite.
