The Director, Sector Enabler will lead in strategic planning, implement, reviews and empower the staff to run the service units in Sector Enabler effectively. You will be responsible to and guided by the Assistant Chief Executive (ACEO, Corporate) to strategically lead and manage all aspects of the following service units: Therapy Hub (Sector Enabler) Assistive Technology Centre/ TechAble Training and Research This role requires a dynamic leader with a strong background in public health, social services and programme development. Key Responsibilities Management, Leadership and Planning Drive matters pertaining to management and leadership of Sector Enabler. Develop and implement long-term plans, policies, and practices for excellent services in SE Division, which includes staying updated on trends in social services and community care, identifying and addressing service gaps, and building sector capabilities in allied health, assistive technology, and disability training and research. Align division goals and service delivery with organisational strategy and achieve prescribed and/or agreed division output and outcomes, including manpower planning, budgeting, and performance and risk monitoring. Communicate and implement the policies and practices. Monitor and evaluate the programmes and services for improvement and review. In consultation with the Chief Allied Health Office (CAHO), guide Programme Heads and Heads of Allied Health in SE in recruiting, developing, deploying, and retaining a multidisciplinary team including Therapists at all experience levels, Assistive Technology professionals, and administrative staff. Work with CAHO to develop standards, guidelines and frameworks to guide the clinical development of therapists to ensure high standards of clinical practice and regulatory compliance, supporting continuous improvement. Work in collaboration with Service Divisions to meet the deliverables to account for MSF and MOH funding of Therapy Hub. Service Development Ensure high service standards across all SE services through strong clinical supervision, innovation, technology, data use, and good stakeholder engagement. Ensure audit readiness and adherence to corporate governance and clinical practice regulations, service standards and funding agreements. Networking and Outreach Build and maintain strong networks with government agencies, educational institutions, research institutions, schools, Therapy Hub partners, and funding bodies such as MSF, MOH, NCSS, and SG Enable to bring SE services to community partners and people with disabilities, and to ensure the financial sustainability of programmes. Training and Research Lead the planning, execution, and assessment of training programmes based on SPD's and sectoral needs to build capabilities of both SPD staff and external partners, including professionals in preschools, schools and healthcare settings. Develop SPD's research capabilities to improve service delivery and impact evaluation by driving research priorities, administering internal research grants, and forming external research partnerships. Other Duties From time to time, lead or support inter-divisional projects and national workgroups, to shape sector strategies and advocate for community allied health professionals as well as persons with disabilities and their caregivers. Any other duties as may be assigned from time to time by the ACEO, CEO, and the Board. Registered therapists, trained social workers, or psychologists who wish to continue professional practice may allocate up to 20% of their time for direct clinical work. Key Requirements A recognised University degree in health, social sciences, or allied health. A Master’s degree in management would be an advantage. At least 7 to 10 years of relevant management experience, preferably in healthcare, social services, or the public sector, with good understanding of sector dynamics. Strong strategic thinking, leadership and management capabilities, with demonstrated ability to motivate and lead multi-disciplinary teams. Excellent interpersonal, communication and writing skills, with the ability to build partnerships and mobilise community resources to advance the organisation’s mission.
