Overview

The Chief Counsel, Treasury and Finance at the Asian Infrastructure Investment Bank (AIIB) plays a crucial role in providing strategic legal leadership for the bank's financial operations. This includes overseeing funding, capital markets, treasury investments, asset-liability management, and compliance frameworks. The Chief Counsel advises on legal structuring and execution of various financial transactions and instruments, such as bond issuances, derivatives, and repo operations. It is essential to ensure that all treasury activities adhere to best market practices, regulatory standards, and institutional safeguards, including compliance with financial sanctions and export control regulations.

Responsibilities
  • Lead the legal strategy supporting AIIB’s treasury and financial operations, including capital markets, asset-liability management, and derivative transactions.
  • Provide legal input to the structuring, execution, and review of financial transactions and instruments (bond issuances, derivatives, repo operations) to ensure compliance with market standards and regulatory expectations.
  • Coordinate the legal review of financial policies, instruments, and structures to align with regulatory requirements and institutional safeguards tied to treasury activities.
  • Advise on liquidity management, investments, and regulatory compliance related to treasury operations.
  • Oversee legal advisory activities related to sanctions and export control regulations and ensure alignment with applicable standards and reputational safeguards.
  • Mentor and lead treasury legal staff and represent the legal team in external engagements related to debt issuance programs.
  • Design governance protocols for legal compliance in treasury operations and contribute to treasury innovations (e.g., ESG bonds, repo facilities, central bank arrangements).
Qualifications
  • Minimum of 15 years of relevant post-qualification legal experience.
  • Expertise in treasury and finance operations, capital markets, regulatory compliance, and financial risk management.
