Job Description

BUDGET & OPERATING EXPENDITURE 
• To develop and manage annual fleet OPEX, CAPEX, dry docking and General Admin budget. 
• To utilize existing knowledge of any future dry docking costs and shipyard capabilities which being used that year, when the annual 
budget is developed. 
• To facilitate and co-ordinate all relevant information required for the preparation of the vessel running cost budget 
• To approve or reject purchase orders as per LOA. 
• To have close interaction with the executive purchaser in managing operating expenditure (materials) in the fleet team. 
• To provide reports to fleet management concerning the expenditure as per management requirement. 
• To recommend appropriate fleet operating strategies, if identified, in order to improve the operating expenditure 
• To analyse and review future fleet requirements and identify possible areas of improvement with regards to budget and operating 
expenditure 

ASSET MANAGEMENT 
• To implement all the measures, procedures and guidelines aimed at asset maintenance in line with company policies 
• To ensure the approved Plan Maintenance System is being fully optimised by shipboard management and relevant office staff. 
• To plan, control and execute voyage repairs and surveys based on Master’s shore assistance request to ensure smooth vessel’s 
operations and compliance with the local and international rules. 
• To identify and recommend life extension and refurbishment program. 
• To recommend improvement areas in the guidelines, if identified, in order to ensure the effectiveness and utilization of assets for the 
current and long-term vessel deployment are adhered as per company’s financial and operational policies.

DRYDOCKING & LIFE EXTENSION 
• To assist Team Head in developing the strategy for the periodic drydocking activities for the vessels assigned to the fleet team. 
• To plan and manage the periodic drydocking schedules and scope of repairs and maintenance to ensure compliance with statutory 
requirements, achieve cost effectiveness and maintain operational standards in meeting the business objective. 
• To review and ensure completeness of the drydocking job specifications. 
• To plan and recommend the repair standards through effective analysis of current and future needs in line with business operational 
requirements. 
• To manage and control the drydocking activities aimed at maintaining vessel’s technical capabilities and reliability so as to ensure the 
predetermined repair works are carried out within the approved budget and time allocated. 
• To identify and recommend life extension and refurbishment program if applicable. 
• To identify and recommend improvement potentials in the drydocking process. This includes yard selection, drydocking preparations, 
drydocking specification, drydocking execution and follow-up. 

VESSEL PERFORMANCE
• Strategise, plan, manage and control vessel’s performance to ensure its timely availability, reliability, efficiency and safety to meet 
customers’ requirements. 
• To ensure that the vessel is maintained in accordance with the company's policy and maintenance strategy and to receive regular reports 
as to its progress. 
• To monitor and review vessel performance trends including Planned Maintenance System (PMS) work order, speed, fuel and lubricating 
oil consumptions and to take remedial actions where these trends are outside the agreed or expected parameters. 
• To ensure company’s HSE policy being adhered 

REGULATORY & TRADING COMPLIANCE 
• To ensure vessels are operated and maintained to meet latest regulations set by local and international maritime authorities to comply 
with all the mandatory, statutory/classification requirements to enable vessels to trade worldwide. 
• To ensure operational safety standards of the vessels through implementing vessel’s inspection on a regular basis to comply with the 
internal & external audit e.g. Port States control, Classification Societies and the Oil majors/Charterers in accordance to company’s 
procedures and guidelines meeting the industry needs. 
• Advise and provide guidance to the internal business and service units and all relevant staff on all matters relating to technical and 
operations requirement covering the safety, insurance, manning, procurement and legal to ensure all vessels operate in the most efficient, 
safe and reliable manner. 

STAFF DEVELOPMENT 
• To coordinate and implement on board crew development training needs through shipboard management aimed at enhancing the 
competency, skills and knowledge of the sea personnel to ensure the smooth operation of vessels. 
• To attain a qualitative understanding of ship management team’s competencies and mind set on board through ship visits. 
• To appraise the Master and Chief Engineer in a meeting room setting to avoid misunderstandings over telephone lines or e-mail.
• To motivate and coach the Ship Management Team to nurture cooperation and cohesiveness towards Eaglestar goals and objectives. 
• To coach and provide guidance for the Assistant Superintendent and Fleet Operations Clerk 
• To ensure that the Assistant Superintendent is exposed to all the elements of being a superintendent 
• To ensure that the Assistant Superintendent develops the right skills and mind set of a superintendent in order to fill this role in the future. 

FLEET CAPABILITY BUILDING 
• Work closely with the HR Superintendents to enable a coordinated and effective approach in rigorous orientation and cadetship programs, 
performance management, ongoing training and development, communication, team work culture, incentives and employee engagement to 
deliver world-class standards of performance for Eaglestar. Ensure the appropriate high potential identification, grooming and succession 
planning to develop the leaders of the growing Eaglestar organization. 
• Work with HR Superintendents to ensure sea-farers meet matrix requirements for trading. 

LEADERSHIP 
• Provide leadership for the Shipboard Team, representing the interests of stakeholders, customers and global commercial sectors and 
employees. 
• Lead, coach and motivate team members to develop high and distinctive performing leaders and executors to achieve operational excellence. 
• Work closely with the cross functional superintendents to manage and monitor onboard crew performance. Identify development programs to 
enhance crew competencies, skills and knowledge to meet vessels’ operational challenges. Review and evaluate the key personnel 
performance through the annual performance planning and appraisal exercise. 
• Attend regular team meetings to ensure a good team spirit, common understanding of team goals and increase cross functional learning. 
Regularly meet with the leadership to ensure alignment across the teams and discuss trends and improvement options. 
• Act as Deputy to the Team Head and assist him in his responsibilities

PROJECT 
• Lead and participate in fleet wide initiatives and projects to ensure Eaglestar fleet continues to be competitive and deliver flawless and safe 
services to the clients. 
• Participate in inspection and audit for time charters, bareboat charters, sales and purchases. Take part in other duties as assigned by team 
head, Fleet Director.

 
KNOWLEDGE & EXPERIENCE REQUIRED 

Professional Qualifications Ideal: 
• Maritime related degree or Certificate of Competency Class 1 


Specialist Knowledge / Skills
• Sound knowledge of shipping industry and LNG/Product business, with emphasis on vessel technical and engineering requirements 
• Technically competent with proven expertise in developing and implementing processes with improved efficiency and effectiveness within the shipping environment 
• Good trouble shooting abilities 
• Shipping legal/regulatory expertise 
• Build & motivate team towards business goals 
• Knowledge of financial reporting and budgeting 
• Operational and strategic planning 
• Change management & facilitation 

Experience
• At least 2 years of LNG experience as maritime technical background person. 
Ideal: 
• Experience 2 or more years of shore management experience in shipping companies 
• Chief Engineer experience onboard LNG/Product tankers and working for a ship owner in a fleet management role.
