Role Responsibilities

In alignment with the Group Resourcing strategy, this exciting role will lead, develop and implement Resourcing plans, roadmaps and deliverables for lateral hiring across Singapore & ASEAN (onshore and offshore) to enable a world-class strategic resourcing function. This includes developing and implementing effective and innovative talent acquisition strategies for both internal and external resourcing including strategic workforce planning, sourcing and attraction and selection and onboarding of best practices.

The role will be accountable for driving a best-in-class Resourcing solution for Singapore & ASEANand for delivering optimal performance via global operational and qualitative metrics. 

Strategy

Driving delivery of the Singapore & ASEAN Resourcing strategy by partnering with key stakeholders to deploy solutions as required. Driving change in the function to deliver regional resourcing priorities and to provide oversight and set direction of the regional operating model.This includes (but is not limited to) developing critical organisational capabilities; leading, implementing and embedding the right resourcing solution (including RPO and vendor partnerships); and delivering productivity and efficiency improvements across resourcing processes. Ensuring the function has the right capacity and capabilities for different resourcing roles/accountabilities and for future proofing the function to address fluctuating hiring demands. As a key member of the Global Resourcing and Talent Deployment leadership team, driving thought leadership and sharing best practices and solutions.Contributing more broadly to the global resourcing priorities. Attendance of the Singapore & ASEAN HR MT meetings and influencing the continuous improvement agenda.Be the principal point of contact for problem solving escalations and conflicts with stakeholders at all levels including MT levels. Leading, engaging and developing team members with a mind to upskill capabilities.Role model for our valued behaviours and for driving a culture of learning and development. Collaborating with regional and global peers and creating a boundaryless approach to support global resourcing capacity and capability challenges with changing business/demand needs.

Business

Partnering with key functions (including Analytics, Workforce Planning, and Operations and Excellence) to help drive LEAN methodologies; challenge the status quo, encourage innovation, reduce waste and optimize resourcing efforts.Design and drive the adoption of hiring practices and standards that supports a positive candidate and stakeholder experience throughout the resourcing life-cycle. Providing external thought leadership and strategic thinking on innovative resourcing approaches/products; setting the transformation agenda for the function and enabling execution. Tracking spend and managing the regional resourcing budget and headcount and make relevant adjustments where required. 

Driving key strategic projects including (but not limited to):

Embedding employer branding approaches for better attraction and sourcing. Supporting and influencing design and adoption of technology and tools to better attract talent and gain productivity efficiencies, ensuring ROI (return on investment). Driving internal and external diversity interventions across the resourcing life-cycle (from job advert to onboarding) to increase volume of diverse hires.

Leadership Capability

Understanding and anticipating future industry trends and underlying team capabilities and infrastructure required to consistently execute on strategic plans. Managing risk and conduct within the function. Driving and embedding technology to enable better efficiency and quality for resourcing delivery. Aligning Resourcing strategic priorities and initiatives with respective HR and Business priorities and changing agendas, ensuring agile resourcing and team support.

Responsible for leading lateral hiring for Regional Resourcing including: 

Understanding business drivers and strategically advising senior stakeholders across a broad spectrum of Resourcing solutions and frameworks.Understanding feedback from key stakeholders on current functional strengths and areas for improvement and providing direction and solutions that deliver for the business. Building key relationships across business and HR stakeholders in Singapore & ASEANand keeping them updated with resourcing changes, programmes of work and external insights/trends. Key member of the Resourcing and Talent Deployment Team as well as relevant Singapore & ASEAN MT’s, contributing to setting strategic direction in this forum and visibly role modelling the valued behaviours to contribute to a high-performance culture. Successfully leading a team of direct reports, and vendors including RPO’s thereby ensuring delivery against KPI’s. Providing guidance, coaching, mentoring and development to Regional Team members whilst role modelling nimble learning. Upskilling recruiter capability where required. Providing strategic advisory, constructive challenge and thought leadership perspectives on a range of people and talent issues, opportunities, and challenges within the larger HR community

People & Talent

Supporting the Global Head of Resourcing and Talent Deployment in setting strategic direction for the Resourcing Function. Ensuring formal and non-formal mechanisms of cross HR COE collaboration and talent solution development. Ensuring key processes across the value chain, from consulting, analysis, design, development/ curation, implementation/ delivery, and evaluation and reporting all conform to the highest standards of due diligence with a focus on client value add impact. Ensuring Resourcing governance controls and standards are followed by all Resourcing teams and that breaches are reviewed with strategies implemented to ensure the integrity of the process universe. Understanding the regulatory context and constraints the organization faces, their impact and how Resourcing can support the right conduct and culture through Resourcing infrastructure and solutions. Along with peers in the leadership team,be accountable for strategic decision making and proposal recommendations for critical new infrastructure investment; including technology platforms and tools and team skillsets.

Risk Management

Managing regional hiring resourcing budget (including vendors), and meeting any financial efficiency targets set by the organization. Our Ideal Candidate

Education: Graduated Degree Preferred Membership: CIPD would be additive Language: English (Essential); Business, Verbal, Written Deep resourcing experience, gained at senior levels across a complex, multinational environment Strong understanding of resourcing innovation tools/tech, as well as evolving models (such as outsourcing) as well as hybrid models/solutions with third parties (eg RPO). Personal authority & ability to establish relationships, using judgement and influence at all levels including peers, and senior stakeholders within the organisation. Commercial awareness & sharp business acumen – ability to work strategically and also convert into purposeful actions and execution. Highly developed influencing skills using data and insights to drive solutions. Excellent interpersonal & communication skills; multi-cultural awareness & sensitivity as well as collaboration skills. Proven experience in resolving service issues to mutual satisfaction – strong change mindset. As with all post-holders at this level, exemplary integrity, independence and resilience.
