Procurement Analyst

Duties

The Procurement Analyst (GS-13) serves as the Quality Assurance/Compliance Specialist and reports directly to the Director of Contracting (DoC). They shall possess or be able to perform a FAC-C Level III certification within one year of placement in the position. The Procurement Analyst (GS-13) provides contract quality assurance support to a team of contract specialist and purchasing agents performing work up to the GS-1102-13 grade level. Duties of the Procurement Analyst (GS-13) include:
Conducts routine reviews of contract files in the Electronic Contract Writing Management System to ensure that all required documentation has been completed.

Manages quality programs as established by the Regional Procurement Office (RPO) Office and national quality programs.

Maintains a current knowledge of acquisition regulations, directive, information letters and general procedures.

Assist in training the contract staff in the accomplishment of tasks or projects.

Participates in the development of the annual vision training plan in collaboration with the training officer, and identifies areas in need of improvement based on findings during reviews conducted.

Identifies trends from the reviews performed, to include external reviews, and reports on any trends to the DoC.

Participates on review boards as established by agency directives at all phases of contract execution and administration.

The incumbent must have extensive knowledge on all aspects of contracting. These include, but are not limited to, the procurement of supplies and services using sealed bid, competitive, and non-competitive procedures. Other unique requirements include intra-/interagency agreements, sharing agreements, contract selling agreements, research and development, and leases.

Conducts random reviews of contract files to ensure that documentation adequately supports determinations and findings established by the procurement official.

Reviews the quality of correspondence to ensure proper protocols were followed in accordance with applicable guidance.

Takes the initiative and identifies improvements to the contracting process/program within the PCAC.

Makes recommendations to the DoC and contracting supervisors.

Participates in regional and national compliance meetings and teleconferences.

Performs pre-approval reviews on all actions requiring Regional Procurement Office (RPO) Office Head of Contracting or other higher level agency approvals prior to DoC signature and submission.

Monitors all performance monitors/measures relating to acquisition and provides routine reports to the DoC.

Develops action plans and for recommendations to meet performance monitors/measures when the organization is falling short of the established monitors/measures.

Works with the Application Coordinator to ensure complete compliance with electronic contract file requirements as established by policy and standard operating procedures.

Develops, coordinates, and participates in the PCAC's internal acquisition performance review program.

Facilitates meetings with appropriate supervisors and contract specialists to communicate findings as they pertain to the contracts, sharing agreements and overall acquisitions and coordinates any follow-up action.

Reports findings involving the failure to obtain adequate competition to the Competition Advocate. Provides information concerning contracting officer warrant violations to the DoC.

**Physical Requirements**: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.
