Senior/planner (Policy & Regulation), Coastal

**What the role is**
- PUB was appointed the national coastal protection agency in April 2020 and has since taken on the mission of building Singapore’s resilience against rising sea level.
As an officer in the Coastal Protection Department’s Policy & Regulation team, you will be in the driver’s seat to formulate the policy and regulatory framework that covers the entire life cycle of coastal protection works - including planning, design, construction and operations and maintenance. You will need to work closely with relevant agencies (URA, JTC, SDC, NParks, AGC etc.) as you develop these policies to ensure that the regulatory approaches are compatible with existing land use policies and land use needs, even as we safeguard the integrity and functionality of our coastal protection measures. You will also be responsible for shaping the funding approach for coastal protection works, given the high capital outlay required and long-term nature of the spending ($100 billion over 100 years). This includes the use of the Coastal and Flood Protection Fund (CFPF), which was established as a statutory fund under PUB in 2020 with an initial injection of $5 billion.

**What you will be working on**
- Key responsibilities include:

- Develop coastal protection policy and regulatory framework through:

- Identifying and assessing the key considerations that would shape the policies
- Comparing against the regulatory approaches for similar infrastructure e.g. drainage, sewerage
- Drawing insights from the regulatory approaches of leading cities/ countries in coastal protection and flood resilience
- Assessing the trade-offs and interdependencies between resilience goal and other objectives (e.g. economy, housing, recreation)
- Develop the coastal protection legislation (both Act-level and subsidiary legislation) to give legal effect to the policies
- Develop the submissions and clearance processes by Qualified Persons for coastal protection works
- Develop the funding framework to ensure that there is a sustainable pool of funding available for long-term coastal protection needs
- Conduct studies to plug knowledge gaps and inform strategic decision-making
- Collaborate and consult with stakeholders (internal PUB teams and external government agencies) to ensure that the policy and regulatory framework is compatible with existing land use policies and land use needs and to tap on regulatory synergies where possible
- Articulate key insights and recommendations to PUB’s and Ministry’s Senior Management
- Shape communications on the coastal protection policy and regulatory framework to stakeholders, including the public
- Coordinate multi-agency efforts to monitor and track the implementation of the policies at the national level; and review these policies on a regular basis

**What we are looking for**
- We are looking for passionate individuals who are keen to play a part in building Singapore’s long-term resilience against climate change. You should have/be:

- Degree in relevant discipline including engineering, public policy, economics, geography, urban planning, environmental science
- Keen interest in urban infrastructure and physical urban development of Singapore
- Enjoy working in a fast-paced environment and self-motivated to explore new ideas for issues with no set answer available, given that coastal protection is a new journey that PUB has embarked on
- An independent worker that can manage multiple timelines and workstreams well, while also having strong interpersonal ability to work effectively within/across teams and contributing actively to team discussions
- Excellent analytical, writing, communication, and presentation skills
- Familiarity with understanding legislation (e.g. Public Utilities Act, Sewerage and Drainage Act, Building Control Act, State Lands Protection Act) and process of enacting/amendment legislation is preferred
- Knowledge in Geographic Information System (GIS) is preferred
