**Duties**:
These positions will be dedicated to implementing and ongoing operations for the Postal Service Health Benefits Program and will receive on-the-job training from supporting the Federal Employee Health Benefits (FEHB) Program, through our Federal Employee Insurance Operations Division.

Work Schedule:

- Participates in program planning processes for assigned HI components. Works with managers in developing program and operational plans, schedules, goals, and objectives.
- Provides expertise and advice to managers on the development of plans for new or revised programs, operations, and functions in light of budgetary guidelines and constraints, priorities and objectives. As appropriate, recommends necessary adjustments, revisions, or alternatives to meet objectives, policies and resource constraints.
- Provides advisory services for projects and initiatives in support of HI programs, which may require coordination with stakeholders within HI, OPM, other Federal agencies, insurance providers, and the public.
- Facilitates contract administration and brochure team meetings and contract and brochure language changes.
- Develops complex written policies, guidance, and instructions related to HI programs.
- Documents business and administrative processes. Assists with internal administrative and management policies, procedures and guidelines in the topic assigned or general operational support and planning services.
- Reviews existing procedures, practices, and directives in the administrative areas. Determines need for new or revised guidelines and policies.
- Assists with drafting appropriate issuances, directives or manuals governing internal administrative and management operations for use by HI managers and other staff. Ensures directives, procedures and practices adhere to HI, Agency and Federal rules, regulations, policies and standards, as well as appropriate statutory requirements.
- Develops and conducts studies, operational tests, pilot programs and similar efforts directed to improving the efficiency of operations and the quality and timeliness of service.
- Establishes and administers forms design principles for HI, ensuring that all forms are compliant with current regulations.
- Conducts analyses and projections of long and short-range changes in workloads, budget and staffing levels, support system requirements, training needs and similar factors affecting future HI operation and management.
- Establishes and maintains relationships with key stakeholders to guidelines, processes, and policies meet their needs.
- Researches, analyzes, identifies impacts, makes recommendations, and proposes actions to management and leadership concerning issues affecting HI programs.
- Performs varied and diverse financial analyses to produce estimates and forecasts that are integrated with all management efforts, and which are critical to the agency's capital planning process and performance-based management initiatives with an understanding of planning mandates and federal policies applicable and relevant Office of Management and Budget (OMB) Circulars.
- Serves as an advisor to HI management on matters within the assigned area of responsibility and as spokesperson and point of contact for outside constituencies with respect to such matters.
- Develops, assesses, and interprets a variety of internal and external surveys and/or studies and research projects to ensure that management decisions are informed by the best available data.

**Qualifications**:
**For the GS-12 Grade Level**: Do you have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-11 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates **all** of the following:

- Analyzing information to present findings, conclusions, and recommendations;
- Drafting or editing brochure templates and guidance, e.g., employee benefits brochures, etc.;
- Participating in the development or review of health insurance contracts; and
- Communicating, both orally and in writing, with internal and external stakeholders on matters related to health insurance.
