Health Insurance Specialist

**Duties**:
- Develop and conduct program policy and/or data analyses to identify and understand the needs and preferences of CMCS programs and the beneficiaries we serve.
- Develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned programs.
- Provide coordination support and assistance to other CMCS work units, States, internal CMS components, HHS components, and other external stakeholders.
- Serve as a liaison with representatives of the health care and human services industry to obtain expert input, and promote understanding of HHS program issues.
- Prepare all various forms of written documents to address technical and non-technical audience.

**In order to qualify for the GS-14**, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the **GS-13** grade level in the Federal government, obtained in either the private or public sector, to include:
- Serving as a technical authority on policies and initiatives for Medicaid, Children's Health Insurance Program (CHIP), Basic Health Program (BHP), or another national health insurance program; **_AND_**:
- Drafting health policy guidance, analyses, or operational instructions to implement initiatives; **_AND_**:
- Experience leading teams and managing projects;_ _**_AND_**:
- Collaborating and negotiating on policy development, implementation, and data analysis with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.**Education**:

**Remote Positions at CMS**: This is a remote position; however, the position reports to a CMS Office on a periodic basis (e.g. 1-2 times per year).
