Singapore US Office of Personnel Management Full time

**Duties**:

- Leads the overall planning, direction, and timely execution of the contracting program for the Division.
- Develops overall goals and objectives for achieving this involves close coordination with the Deputy Director of OPO and higher-level OPM managers.
- Reviews internal OPO operations relative to the Division for effectiveness and efficiency, conducts program evaluation as required to assess the effectiveness of operations, and makes improvements as appropriate.

**Qualifications**:

- For the GS 15:

- **All applicants must meet the Basic Requirement and Specialized Experience described below. You resume must fully support this experience.**

**Basic Requirement**: You have at least 4-years experience in contracting or related positions. At least 1 year of that experience is specialized experience at or equivalent to work at the GS-14 grade level, and has provided you with the knowledge, skills, and abilities to successfully perform the work of this position. You have also successfully completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (NOTE: You must submit a copy of your official/unofficial transcript to support your response.)
- Or
- You currently hold a GS-1102 Contracting Specialist position in the Federal service at the GS-14 grade level or higher and have held this position on or before January 1, 2000. (NOTE: You must submit a copy of your most recent SF-50 and an SF-50 dated on or before January 1, 2000 to support your response.)
- And
- **Specialized Experience**: For the GS-15: You must have at least one year of specialized experience developing and managing new acquisition initiatives. This experience must include: 1) Advising internal and external personnel on matters related to acquisition processes; 2) Developing policies and procedures for new acquisition initiatives; 3) Implementing changes to established contracting processes; and 4) Developing operating instructions for a contracting division. This experience must be comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained either in private or public sectors). Note: Your resume must fully support this experience.
