Lead Engineer

**What the role is**
- Plans & Strategy’s role is to prepare HTX for the future by ensuring that our strategic plans are informed by a comprehensive analysis of challenges, opportunities and priorities. The Resources Plans & Organisation oversees the allocation and management of resources in Budget and Manpower, to effect these strategic plans. The job-holder has to understand the Home Team’s operating context, challenges, constraints and harmonise efforts across all Home Team Departments and agencies. The Home Team is pushing ahead to grow our Science & Technology (S&T) capabilities. The work environment is constantly evolving as we continue to restructure and venture into new areas of work. Therefore, the job holder must be adaptable, dynamic and have the tenacity to push through changes and transformation work. Senior Management of HTX works closely with Plans & Strategy and the job-holder will have to provide sound recommendations to HTX Senior Management in different resource areas. The job-holder will have to conduct trade-off analysis when evaluating resource requests, developing fundamental working principles, establishing norms and developing an acumen for management assessment over time. This will involve arbitrating and/or leveraging resource requests amongst different parties with divergent interests. Specific to budget requests, the job-holder has to review papers spanning a broad range of domains in the Home Team and make recommendations to HTX Senior Management. The papers can cover replacement of equipment, vehicles, weapons, ICT systems, hardware and software etc as well as building and infrastructure maintenance. The volume of budget papers is high and the team often has to deal with urgent requests or challenging stakeholders with an array of requests, given tight delivery timelines. Specific to organisational structure, manpower planning and job evaluation, the job-holder will assess manpower requests put up by the respective Divisions holistically and make suitable recommendations to Senior Management, ensuring that the projected needs are justified and balanced across the organisation. He/She will be responsible in maintaining an overview of all manpower establishment and organisational structure matters. The job-holder will also be involved in job evaluation exercises to establish the job grades when new units/jobs are created or jobs are changed due to restructuring efforts.

**What you will be working on**
- To carry out the above functions effectively, the job holder will have to closely with Dir/DD to engage and understand the diverse needs of stakeholders at various levels of seniority. To this end, the job holder needs to be able to pull people together and hold his/her own, when engaging stakeholders with diverging viewpoints. The job holder also needs to be meticulous and pay close attention to detail while maintaining a broader strategic perspective and understanding the broader operating context. Job Requirements: The job-holder will need to: -Have at least 5 years of work experience. Prior experience in resource management and manpower planning is helpful. -Exercise sound judgement to evaluate manpower and establishment requests -Have a good sense of perspective to understand and balance organisation needs vis-à-vis requirements from HTX pillars -Provide strategic recommendations to HTX’s senior mangement -Have the tenacity and rigor of mind to handle transformation work -Be adaptable and dynamic as things evolve -Be a dependable team player/leader who is accommodating and can work with others, because the work scope is fluid and evolves rapidly
