Avp / Vp, Procurement & Contract Management, IT

**Responsibilities**:
Corporate Planning
- Understand vision and strategies of IT Management to plan and implement initiatives accordingly.
- Propose and develop processes for new initiatives and operationalize them to improve the IT organization.
- Promote centralization initiatives across different teams in the Asia Pacific region to optimize resource utilization and improve process efficiency.

Contract Management
- Establish and maintain central contract registry and contract repository for the IT organization.
- Support vendors onboarding and contract engagement processes including to perform contract classification, risk assessment and materiality check etc.
- Understand the bank’s local and Head Office rules, and local regulatory requirements (e.g., PDPA, MAS Outsourcing Guidelines etc) on vendor engagement and service outsourcing to ensure all due diligent check are performed.
- Liaise with stakeholders, vendors, IT Project Managers and Legal & Compliance department to review clauses in new contracts to ensure all clauses, including both legal and commercial terms are acceptable.
- Contract owner to onboard and manage the contract of onshore and offshore vendors with multiple sub-contracts.
- Perform regular review and due diligent check on existing vendors and sub-vendors.

Procurement
- Establish procurement process and guidelines for IT Department, including RFP and tendering process.
- Establish rate card for standard goods and services as a benchmark for IT organization.
- Perform analysis on procurement pattern base on procurement history and contract registry to seek benefit from vendor consolidation.

**Job Requirements**
- Diploma or bachelor’s degree in a relevant field such as Information Technology, Business Administration, Law, Finance, or Procurement with min. 5-7 years of related work experience.
- **Experience in a centralized contract management function is a must**:

- Professional Certificate in Contract Management, Procurement, and/or Vendor Management is an advantage
- Experience in handling contract management in Financial Institution is an added advantage.
- Experience in handling contract for offshore center is an advantage.
- Good understanding in contract management process and able to understand general contract terms.
- Understanding of PDPA requirements.
- Good communication and stakeholder management skills.
- Proficiency in Microsoft Office 365 including Microsoft Excel and PowerPoint.
- Good understanding of MAS’s guideline pertaining to Outsourcing, Technology Risk Management, 3rd Party Risk will have added advantage
- Able to contribute independently as well as working as a team
