Procurement Manager

As the Procurement Manager, the incumbent is responsibile for planning, organizing and managing the ITS procurement process for Next Generation ERP project as well as handling and managing Project RFQs, commercial evaluations, PO award and order administration toward final delivery and contract close out.
- Develop the project procurement plan and execution strategy for assigned project.
- Provide day-to-day supervision on the procurement process.
- Evaluate vendor performance on continuous basis.
- Provide the guidance to the subcontracting engineer.
- Oversee the subcontracting administration work.
- Develop the project logistic plan, including budget control.
- Provide supervision on the logistic arrangement.
- Sourcing, negotiate and finalize S/V contract with service provider
- Coordinate, arrange and administration for the supervisor dispatch work.
- Supervision the procurement process in accordance with company regulation and develop the best practice in the organization
**Requirements**:
- Bachelor’s degree in relevant discipline
- Minimum 15 years’ of local and international experiences as a transportation project procurement
- Microsoft Office Skill (Microsoft word, Excel and PowerPoint)
- Related experience and knowledge in construction of ITS related product.
- Engineering knowledge of Japan’s Intelligent Transport Systems products and related fields.
- Native level of Japanese writing and speaking to liaise with Japan counterparts (JLPT N1) as liaising with Japanese internal counterparts and external suppliers is necessary.
