Deputy Director, Economic Policy

The Deputy Director (DD) resides in the Policy department in NTUCand plays a leadership role in expanding public support for the Progressive Wage Model (PWM), enhancing NTUC’s representation of workers and advancing the interest of workers at key national policy fora.
Your primary role is to advance the policy development of the PWM, as a key platform that provides workers with better wages, welfare, and work prospects commensurate with productivity gains and skills-upgrading.
In this role, you will play a pivotal role in leading the policy team to formulate NTUC’s priorities and policy positions on PWM and drive PWM expansion through sector identification, stakeholder engagements and pilot projects. You will develop and advance an annual advocacy strategy to build public mindshare on pressing challenges faced by workers and cultivate powerful national-level coalitions with key policymakers, partner organisations, thought leaders and advocates. You will also develop an annual research agenda in partnerships with IHLs and tripartite partners, commissioning studies and surveys as necessary, and finding a range of ways to communicate internal and external audiences the importance of ensuring continued pathways of progression through the PWM. Additionally, you will be responsible for the evaluation of PWM outcomes, including whether the Policy team’s advocacy and research meets NTUC’s strategic objectives for PWM.
You will also oversee the development of NTUC's positions on national platforms including the National Wage Council as the lead in the Policy department, and drive policy and advocacy development for key worker segments from lower-wage workers, to professionals, managers and executives, and women.
**Requirements**:
- Strong interest in and understanding of Singapore’s socio-economic policy landscape, and passionate about making a difference in uplifting people’s lives as Singapore develops into a modern society.
- Experienced and confident policy advocate with coalition-building experience working in the public or people sector in policy, communications, community engagement or advocacy roles.
- Experience developing, implementing and tracking the success of economic programmes and advocacy work.
- Strong leadership, interpersonal communication, negotiation and people skills, able to develop strong relationships with stakeholders to shape outcomes for represented workers and provide guidance to the policy team.
- At least 5 - 10 years of experience managing a team.
- University degree in Political Science, Economics, Law, Communications or any other related fields
- High level of leadership, initiative and drive, and able to thrive in a fast-paced environment.
- Strong planning, analytical and written skills, with an ability to analyse and explain issues to a wide variety of audiences.
