Quality Engineer

**JOB SUMMARY**

Carry out Quality Inspections, Prepare Quality Reports, Calibration of Monitoring and Measuring Equipment and ensuring Compliance to QHSE Policies and Procedures at all times.

**RESPONSIBILITIES & DUTIES**
- Ensuring QHSE documents (Manual, Procedure, WI/ SWP and Forms) are developed, established, implemented, effective and adhered to in accordance to the applicable standards.
- Fulfill HSE roles pertaining to risk assessment.
- Assist the QHSE Manager/ MR to prepare annual budgets and execute inspection and test plans.
- Ensure all budgets and plans are met.
- Implement improvement initiatives to enhance QHSE, productivity and efficiency while constantly reviewing and monitoring the outcome of the implementation.
- Work closely with all department to optimize inspection and testing ensuring on time delivery and preparation of necessary document packages to customer timely.
- Identify the skill level of each reporting employees and distribute suitable work tasks to achieve higher throughput.
- Identify bottle-neck situations, resolve and arrange manpower to tackle affected areas.
- Manage and resolve grievances and conflicts arising. Motivate employees to boost their morale.
- Assist the QHSE Manager/ MR to conduct annual performance appraisal for all reporting employees.
- Work closely with all department to resolve quality and HSE issues.
- Assist the QHSE Manager/ MR to monitor and update the Quality and HSE management system as per the latest edition of applicable specifications and products standards.
- Communicating the QHSE requirements and updates to the affected functions and individuals.
- Assist the QHSE Manager/ MR to plan and organize annual internal audits for Singapore.
- Assist the QHSE Manager/ MR to plan and organize management review meeting for Singapore.
- Assist the QHSE Manager/ MR to coordinate API and customer audits and ensuring effective actions on the findings raised during the audits.
- Initiating corrective/ preventive action reports on any manufacturing, material and product defects/ complaints raised internally or by the customers.
- Evaluation and re-evaluation of new and existing external providers and attend to any external provider audit if required.
- Identifying required resources for approval by management and purchase.
- Cultivating quality, safety and environmental protection awareness in the organization.
- Assist the QHSE Manager/ MR to ensure effective functioning of the QHSE department and facilitate the team members.
- Training and facilitating each reporting employees in quality management system and conducting of tool inspection and testing, maintenance of records and reviewing of calibration records.
- Preparation of inspection test plans and balloon drawings.
- Perform internal calibration for measuring instruments.
- Reviewing inspection reports and approving final release of product.
- Closing in Navision system upon completion of proper review of documents and works.
- Facilitating inspections in 1st article and product qualifications.
- Get quotations for external calibration.
- Monitor and ensure that all measuring instruments are properly calibrated, quarantined or disposed off if necessary and calibration records are properly maintained.
- Monitor and ensure that all customer and external provider measuring instruments, fixtures and free issued items are properly controlled, calibrated, quarantined and recorded.
- Coordinating and controlling non-destructive testing by 3rd party inspectors including reviewing of the procedures and reports.
- Monitoring and ensuring each reporting employees and 3rd party inspectors perform their functions effectively.
- Monitoring and updating the Quality and HSE management system as per the latest edition of applicable specifications and products standards.
- Ensuring that processes needed for the quality management system are established, implemented and maintained.
- Reporting to top management on the performance of the quality management system and any need for improvement.
- Ensuring initiation of action(s) to minimize the likelihood of the occurrence of nonconformities.
- Ensuring the promotion of awareness of customer requirements throughout the organization.
- Assist the QHSE Manager/ MR and top management to ensure that the quality policy and quality objectives are established for the quality management system and are compatible with the context and strategic direction of the organization.
- Assist the QHSE Manager/ MR and top management to ensure the integration of the quality management system requirements into the organization’s business processes.
- Assist the QHSE Manager/ MR and top management in promoting the use of the process approach and risk-based thinking.
- Assist the QHSE Manager/ MR and top management to ensure that the resources needed for the quality management system are available.
- Assist the QHSE Manager/ MR and top management to communicate the importance of effective
