Application Development Manager

We are seeking for a Application development manager to lead the development and deployment of innovative solutions for disaster response and organizational resilience.

**Design and Development of Mission-Critical Systems**

Lead the design and development of mission-critical systems for disaster response working with Linux OS and utilizing PHP, Vue.js and COBOL. This includes ensuring the scalability and fault tolerance of these systems while achieving seamless integration with existing infrastructure. This role involves establishing robust protocols for rapid deployment and enabling real-time data processing capabilities during emergencies to ensure operational effectiveness.

**Database and Web Server Optimization**

Manage PostgreSQL to ensure secure and efficient data handling, incorporating predictive analytics to support preemptive disaster measures and oversee Apache configurations to optimize web server performance for high-traffic scenarios during crises.

**Comprehensive Disaster Preparedness Initiatives**

Develop in-depth evacuation manuals and simulation-based training plans. Provide expert consulting to enhance organizational disaster preparedness, aligning strategies with international standards and fostering resilience against diverse natural disasters.

**Risk and Compliance Management**

Spearhead ISMS (Information Security Management System) certification processes, ensuring the organization meets stringent security standards. This includes conducting in-depth risk assessments, developing and implementing effective mitigation strategies, and collaborating closely with the Japan HQ to carry out rigorous mutual internal audits. Additionally, the role involves ensuring that all systems comply with global regulatory frameworks, maintaining a high standard of security and compliance across the organization.

**Project Coordination and Integration**

Drive collaborative DevOps project management by leveraging tools such as Git, GitLab, Jenkins, and Backlog to streamline development and deployment processes effectively. This includes facilitating synchronized communication between global and regional teams to ensure alignment with diverse technical and operational requirements, enabling seamless project execution and delivery.

**Job Requirements**

4) Demonstrated expertise and advanced skills in PostgreSQL, with a proven track record in designing high-availability systems and leveraging predictive analytics to support disaster risk mitigation strategies.

5) Expertise in ISMS (ISO 27001) certification process, with proven experience in implementing risk assessments, audit preparation, and security measures collaborating closely with foreign-affiliated ICT company’s headquarters.

6) More than 3 years experience in developing evacuation manuals, creating training plans, and providing consulting services to enhance organizational resilience and disaster preparedness.

7) More than 5 years of advanced proficiency in DevOps practices, including expertise in tools such as Git, GitLab, Jenkins, and Backlog, with a strong track record in designing and implementing automated CI/CD pipelines.

8) Strong skills in simplifying complex technical concepts for diverse stakeholders including clients, and effectively fostering collaboration across globally distributed teams.
