**What the role is**
- The Urban Redevelopment Authority (URA) is Singapore’s planning authority. Our mission is to make Singapore a great city to live, work and play. We plan and facilitate the physical development of Singapore, in partnership with agencies and the community, to create a vibrant, sustainable and cosmopolitan city of distinction.
URA has undergone a digitalization journey to harness Geospatial and Data Analytics for more data-informed planning. We were recognized as the Asia Pacific 2017 regional DX Leader in Talent Acceleration by IDC and 2019 Business Transformation Award by PSD. URA has embarked on a Digitalization 2.0 effort to go from Planning Analytics, to strengthening the use of Modelling and Simulation, as well as AI technologies, in our urban planning and design. URA is also the Whole-of-Government “Urban Planning & Design Technology Centre of Excellence” (URBEX), and will play the role to digitalise and cohere the urban planning and design ecosystem in its use of data, tools and models.
About URA Design & Planning Lab
Be part of the URA Design & Planning Lab (DPL), which spearheads the development and experimentation of smart planning technologies through Ops-Tech inter-disciplinary collaborations. As part of URBEX, our teams with capabilities in software development, geospatial analytics, urban design technologies and modelling, data science and governance, work closely with planners, architects and policy makers across various agencies to generate insights and develop solutions to tackle interesting and unique challenges of Singapore’s urban planning needs.

- Degree in Computer Science, Computer Engineering, or related disciplines
- Interest and passion to develop digital platforms, and comfortable with Agile development
- Experience with:

- GIS technology - ArcGIS Server, GeoServer, PostGIS
- Python packages for geometric manipulation and analysis - Shapely
- Optimisation algorithms and relevant packages - Pymoo, Genetic Algorithm
- Parallel programming and computing
- Procedural modelling packages - CityEngine PyPRT, Rhinocerous3D and Grasshopper SDKs
- Web 3D GIS frameworks - ArcGIS Maps SDK for Javascript, CesiumJS
- Javascript, C#, Python or similar programming languages
- 3D JavaScript frameworks - Three.js, Babylon.js
- JavaScript frameworks - React, Redux
- Web standards and protocol including JavaScript, HTML and CSS
- Server-side web frameworks - ASP.Net MVC, ASP.NET Core
- Database technologies - Postgresql
- Web Application Programming Interface (API) development
- Web Mapping frameworks & Geospatial libraries - Leaflet, Esri-Leaflet, Google Maps APIs, OneMap v2.0 APIs, TurfJS
- OGC standards - WMS, WFS, WMTS
- Able to work well with a team and be willing to learn
- Effective presentation, communication and writing skills

Preferences:

- Familiar with DevOps
- Relevant CI/CD tools or technologies, e.g. Microsoft Azure Devops platform, Phabricator/JIRA, Git, Jenkins setup or equivalent setup
- Project management through Kanban boards
- System administration and scripting on both Windows and Unix/Linux environments
- Experience with Microsoft Azure, Amazon Web Services (AWS) or Google Cloud Platform (GCP)
- Experience with webGL, OpenGL and 3D engines (e.g. Unreal, Unity)
- Experience with Paraview
- Experience with Log Management tools (e.g. Splunk, ELK, etc.)
- Experience with infrastructure provision tools (Docker, Ansible etc.)
- Experience in CAD, GIS, ESD, BIM and other 3D software to design buildings
- Experience in developing simulation tools in digital urban design software to perform parametric modelling and auto-testing of designs
