Singapore US Agricultural Research Service Full time

**Duties**:

- Prepares financial data and estimates for Location fund holders for annual budget preparation documents, based on historical data, recurring costs, and annual guidance.
- Monitors, reviews, and verifies salary related data and information to determine whether salary liabilities remain within parameters of established guidelines.
- Utilizes and manipulates many independent systems in order to create, modify, and reconcile complicated data.
- Uses automated systems to track total salary costs, categories and hours worked, salary lapse and offset values for the entire fiscal year.
- Reviews expenditure information for numerous reimbursable agreements, prepares Reimbursable Agreement bills quarterly for the Budget Analyst as appropriate, and ensures billings and collections are realized.
- Determines Work Breakdown Structure, Budget Period, Fund, Cost Center and other funding data, reimbursements, and revenue check deposits.
- Keeps a documented record of past, current, future lapse and offset for competent balance available discussions.

**Specialized Experience**: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing budget and financial management tasks including quality control of financial data; preparing or forecasting cost estimates or budgetary data; and operating accounting or financial systems.

**Specialized Experience**: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing financial reports or salary reports; analyzing implications on the reports of overall budgets, and making recommendations to the fundholder.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
