Maint/eng Asst Analyst

**Responsibilities**:
Reporting into the Site Maintenance Lead, the roles is primarily responsible for maintaining the plant utilities, facilities & warehouse areas ensuring critical assets like boilers, chillers, compressors, HVAC, RO, Waste water as well as building infrastructure is well maintained, reliable and complaint with regulatory / permitting, food safety, GMP & EHS requirements.
- Supervise & lead the 3 shift based utilities operators / boiler technicians to ensure reliable operations of all utilities equipment.
- Full responsibility for maintenance & reliability of all utility’s equipment and facilities on site.
- Maintain annual service contract with equipment manufacturer / contractors for utilities equipment like boilers, chillers, compressor, HVAC, cooling towers, waster water treatment, RO plant, Fire system, CCTV, card access, Lifts, Warehouse racking, gardening etc.
- Vendor / Contractor management & Service Level Agreement ( SLA ) negotiations to ensure cost effective, efficient and reliable maintenance services for utilities equipment maintenance contracts.
- Onsite contractor management including issuance of work permits to ensure all utilities equipment maintenance activities carried out by contractors are compliant to site EHS & GMP requirements. Also ensure high quality of workmanship and service by contractors.
- Collaborate with Maintenance Planner for planning and scheduling of maintenance activities in SAP PM as per annual maintenance contracts.
- Ensure all facilities and building infrastructure is well maintained in accordance with SFA, FDA, GMP, AIBI & EHS requirements.
- Monitor the utilities consumption data for water, electricity, natural gas, steam, compressed air and take initiatives to eliminate wastage and reduce consumption.
- Collaborate with process engineer and other stake holders on sustainability projects to reduce water, electricity & natural gas usage to deliver sustainability targets.
- Monitor and manage the stock level of utilities consumables like boiler, cooling tower waster water chemicals, HVAC filters etc.
- Coordinate with regulatory bodies like MOM, NEA, SCDF etc and licensed PE / QP for inspection and permit renewals for fire system, lifts, pressure vessels, boilers, cooling towers etc.
- Support project teams for any utilities and facilities expansion / upgrade projects including takeover, training for utilities operators, maintenance contracts and smooth integration into plant operation.
- Manage the budget for utilities and facilities operation and maintenance and deliver cost savings through optimization of maintenance frequencies for outsourced maintenance contracts, competitive biding, and cost negotiations in collaboration with procurement.
- Perform Root Cause Analysis for equipment breakdown or non compliance related to GMP, EHS requirements.
- Participate in EHS & GMP inspection for the site and close out any observation / actions.
- Follow-up on closure of any near miss / safety observations, GMP inspection findings on site.
- Maintain up to date documentation related to utilities and facilities including site layout, underground services, equipment manuals, drawings, maintenance records, permits and certificates etc
- Any other adhoc projects or duties as assigned

Qualifications:
**Experience & Skills**:

- Engineering degree or equivalent with minimum 3 years of experience of utilities and facilities operation and maintenance preferably in a manufacturing plant / factory.
- Knowledge of machine safety & LOTO requirements.
- Strong written and verbal communication and computer skills required.
- Demonstrated history of positive interpersonal skills showing courtesy, tact, and understanding in interactions with co-workers.
- Ability to work on own initiative, self-motivated.
- Strong communication skills and an ability to work without supervision in a team based environment are essential for this position.
