**What the role is**

As we face rising complexity and volatility amid increasing rate of skills obsolescence and talent crunch, we need to accelerate efforts to deepen and broaden the capabilities of our existing workforce to support business needs. We need to tighter translation between our business needs and workforce strategies to ensure that the organisation is future proof and drive up our productivity.

We are looking for someone **passionate in Organisation Development** to join the OCBC Campus team. More importantly, you will be meaningfully engaged and play a part in shaping the learning culture in OCBC.

Reporting to the Head, Organisation Development, you will be supporting the implementation of **workforce transformation initiatives** to support the Bank’s strategic imperatives, business objectives and our commitment to people development in the face of a rapidly transforming landscape.

**Enhance Workforce Mobility**
- Drive workforce mobility by implementing a technology-enabled Career Marketplace. This entails working with internal stakeholders and vendors to enable a skills-based system.
- Support the development of necessary content and policies related to workforce mobility.

**Adopt** **Competency-based HR approach**
- Operationalise a competency-based approach across HR functions (e.g. recruitment and selection, performance management, learning and development, strategic workforce planning, etc) based on OCBC’s Group Competency Stack
- Define and evaluate job roles against current and future workforce capability needs
- Collaborate with respective GHR / L&D teams, Divisions and external partners (if any) to enable competencies across employee life cycle

**Develop and Drive Communications & Engagement Efforts**

To encourage skills-based mobility, our workforce needs to adopt a new way of working and rethink the way we view career development and progression. Change management is key. You will:

- Develop and drive engagement & outreach initiatives to support the move towards a skills-based people development approach and enhancing organisational mobility
- Develop communication material/ information kits for the HR programmes/ activities to convey desired messages clearly and effectively to the targeted audience
- Identify and suggest appropriate channels to hear the ground, enable a better understanding of the stakeholders’ feedback and concerns

**Drive Capabilities Building through Functional Leadership**

To transform key cross-functional capability areas to better support the business success of bank and uplift the contributions and capabilities of each function. You will:

- Examine and identify key capabilities within the bank
- Develop strategies to build functional leadership to drive workforce capability building efforts in specific functions
- Conceptualise and put in place an ecosystem of workforce strategies and enablers to support this transformation effort

**Analytics and Insights**

We need a data-driven approach to inform our workforce strategies (e.g. reskilling and upskilling programmes, career development efforts etc. You will:

- Derive insights from sensemaking of multiple data sources in areas of workforce planning, skills gaps/distribution and change readiness
- Provide additional context and industry insights based on local and global HR trends

You may also be tasked to participate in assignments that support Group HR, OCBC Campus or organisation-wide initiatives.

- Ability to **work effectively with stakeholders**, possessing **strong communication skills **(written and verbal**)** to engage and influence stakeholders of all levels of seniority
- Enjoy **experimenting with ideas** while managing risks and managing the potential impact on existing systems/processes
- **Project management** skills in planning and managing projects to meet desired outcomes; and ensure alignment of project to business objectives within agreed parameters of cost, schedule and scope covering development, implementation and/or maintenance.
- **Strong business acumen** and the ability to connect current and anticipated business challenges with workforce initiatives
- **Tech and data savviness** - comfortable with data visualisation and analytics tools (e.g. Tableau, PowerBI) with the ability to distil data into insights for decision making.
