**Duties**: **WHAT YOU'LL BE DOING DAY TO DAY** As an Economist in the Assistant Secretary for Planning and Evaluation (ASPE)'s Office of Human Services Policy you will use your knowledge of and experience with to optimize HHS's work to improve family and community wellbeing by: At the full performance level duties include but are not limited to: Participating in the policy analysis, program design and oversight, and evaluation of policy and program research activities with respect to major HHS health financing and health care market issues. Using economic theory and economic research/human services research methods, the economist will systematically collect, analyze, and interpret economic and related data and present economic knowledge in usable form for policy development and decision making. Developing and preparing presentations of ideas, conclusions, and recommendations to a wide variety of audiences, including both those with significant technical expertise and lay audiences. Conceiving, designing, and carrying out studies that examine the economic and human services impact of programmatic and policy activities of HHS agencies. Identifying and analyzing legislation, regulations, executive directives, and Departmental policy issuances that may have an impact on the current activities, goals, and/or mission of the Department. Developing data and analyses to be used to show the benefits and cost of HHS programs, including regulatory actions, either directly or by coordinating a staff team. Cultivating and maintaining relationships with other organizational units including other Federal agencies and quasi-governmental groups and other key partners including national and international organizations. **Requirements**: **Conditions of Employment**: - U.S. Citizenship required - Suitable for federal employment - Documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System. - All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice. - All qualification requirements must be met by the closing date of the announcement. - Financial disclosure statement may be required. - Probationary (or trial) period may be required. **Qualifications**: **WHAT WE ARE LOOKING FOR** **Basic Qualifications**: A. Must have at least a bachelor's degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. **OR** B. Must have a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. **AND** **Additional Qualification Requirements**: **For GS-11**: A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes ALL of the following: 1. Monitoring and tracking of government or industry developments in economic programs or policies relating to healthcare, behavioral health, human/social services, or science. 2. Assisting in determining impacts of existing or proposed healthcare, behavioral health, human/social services, or science programs. 3. Contributing to quantitative methods and techniques used to analyze data concerning mathematical, statistical, or economic factors affecting health or human services. **OR** B. Have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. **OR** C. Have a combination of experience as described in "A" above and education as described in "B" above. **For GS-12**: Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes ALL of the following: 1. Identifying and analyzing government or industry developments in economic programs or policies relating to healthcare, behavioral health, human/social services, or science. 2. Conducting projects to assess impacts of existing or proposed healthcare, behavioral health, human/social services, or science programs. **For GS-13**: Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes at least three (3) of the following: 1.) Reviewing and providing comments on economic research and policy analyses prepared by others in the areas of health or human services; 2.) Communicating the results of health or human/services research by preparing memoranda or reports for officials/clients/sponsors or to audiences at conferences or workshops. 3.) Participati
