**What the role is**
- The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides secretariat support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat assists in the formulation of scholarship policies, talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

**What you will be working on**
- [Specific Job Responsibilities] Reporting to the Assistant Director (Conduct, Discipline & Secretariat), you will be part of the team that formulates policies, rules and standards of conduct/discipline in the Public Service. Your role will also involve supporting the PSC’s work in ensuring that cases requiring the PSC's independent oversight are processed efficiently and effectively, thereby enhancing confidence and trust in the Public Service. Job responsibilities: Policy Formulation & Review - Formulate and review conduct and discipline policies and processes across the Public Service to meet the needs of the changing environment and provide advisory and capability-building services to Ministries and Statutory Boards on the same. - Develop deep expertise and specialist knowledge in relevant laws, rules and frameworks, and stay abreast of external practices that can be adapted for use in the Public Service. - Develop materials (e.g. infographics, handbook) to communicate Conduct-related policies/guidelines, and for dialogues and discussions at key milestone programmes on conduct, discipline and values. Systems Management - Assist in HR systems enhancement work for Conduct-related modules. You will engage HR system users to ascertain needs and provide inputs on design specifications to system engineers to ensure that the systems meet user and policy requirements. Case Management - Evaluate and analyse discipline cases requiring the PSC’s independent oversight to ensure that cases are processed in a fair and efficient manner. - Prepare discipline approval papers and seek the relevant approving authorities’ decision on the recommendations in a timely manner.
