DESIGNATION : Assistant Director, Policy, Planning & Risk, Office of Safety & Security
RESPONSIBILITIES
- Policy and Planning
- Research and analyse policy concepts, complex policy issues, and the impact of proposed policies on safety and security of the university
- Engage and work closely with relevant stakeholders (both internal and external) to strategically shape the university’s direction (on safety and security) by formulating and implementing policies and framework
- Coordinate and engage various units across the University to ensure appropriate stakeholders are involved in the development and revision of campus-wide safety and security policies
- Apprise and propose recommendations in a timely manner to senior management on significant safety and security issues/developments
- Communicate safety and security policy changes and revisions to the campus community in a timely manner
- Identify And Assess Emerging Trends
- Maintain awareness of emerging trends and incidents in the environment. Monitors potential threats, inform and advise the organization on necessary interventions
- Translate trends and drivers in the operating environment into actionable follow-ups for the university
- Coordinate, Formulate and Implement Crisis Preparedness, Response And Recovery Capabilities
- Develop the relevant strategies and plans to address a wide variety of safety and security threats, vulnerabilities and risks to the university
- Extend the plans into strategies, frameworks and processes that translates into risk management, incident/crisis response, business continuity and organisational recovery capabilities
- Collaborate with stakeholders to ensure alignment of business priorities, integration of plans, coordinated crisis response actions and robust overall recoverability
- Monitor and report on the status of the progress in the implementation of the various plans and devise appropriate intervention measures to ensure timeliness
- Lead the planning and coordinating of crisis management exercises (both table-top and deployment) with stakeholders to ensure a practiced and confident response to crisis management
- Coordinate and/or conduct relevant training to regularly sharpen and enhance the various functions crucial in successful crisis management
- Coordinate contact tracing efforts along with relevant pandemic/crisis management measures with relevant government agencies when required
- Enterprise Risk Management
- Develop details and follow-up on, either by coordinating with the relevant stakeholders or taking ownership of the risk, the relevant safety and security risks in the university’s Enterprise Risk Register
- Submitting periodic reports on the Office’s readiness to address the identified risks
- Building Capabilities
- Drive a comprehensive review of the university’s security infrastructure and recommend appropriate enhancements, integrated into a holistic plan, that can effectively mitigate risks and heightened security threats
- Work closely with the Office of Campus Infrastructure and Services to implement the necessary systems and logistics for activation during a crisis
- Facilitate Decision-Making and Coordination
- Perform the role of a secretariat, and drive meeting agenda when required, to the University’s Crisis Management Team (CMT), Crisis Executive Group (CEG) and any other forum as needed
- Present findings, insights and recommendations to key decision makers
- Lead or be part of efforts to communicate strategies, plans, procedures and guidelines to various stakeholders including senior management
QUALIFICATIONS
- University degree with at least 7 to 10 years of relevant expertise in policy formulation, risk management, emergency planning/response, crisis management and/or business continuity planning.
- Professional certification in Risk Management, Crisis Management, Business Continuity Management, disaster recovery or Organisational Resilience may be an advantage.
- Excellent writing and strong communication skills
