This position will focus on leading the payroll team and will focus on monitoring outsourced payroll providers in payroll processing for main, separation/ terminations, and any off-cycle payroll in adherence to applicable regulations and statutory requirements (such as but not limited to MOM, CPF, IRAS, WICA, and PDPA), and company policy and guidelines.
You will provide simplifications across the organization and represent the team in various HR projects in which the aim is to improve work productivity, employee experience and service performance standards (through SLAs).
**The Role**
- This position reports to the Director of Total Rewards
- The Payroll Manager is responsible for establishing a payroll framework and operations excellence for the region with an outsourced payroll model.
- This role partners closely with and supports employees and internal stakeholders, manages the service delivery model, handles issue resolution, and process optimization while collaborating with the finance accounting team to ensure proper reporting and recording of compensation expenses.
- The Payroll Manager will also assist in the regional and global payroll projects, as needed, oversee, and manage payroll operations according to agreed-upon SLAs, and stay abreast of labour, employment tax, and payroll developments within the group
- Manages the Payrolls, ensures timely, compliant, and accurate payroll payment, validates overtime calculations and travel allowances for the group
- Supports regional payroll projects to enhance payroll service delivery and improved employee experience.
- Manages payroll vendors by strictly adhering to the contract and the Service Level Agreement, and improves the payroll processes efficiency, timeliness, accuracy, and controls by working closely with vendors.
- Validates and processes payroll, including calculation, payment and settlement of wage-related fees, calculation of absenteeism and vacation according to local legislation, and company policies
- Partners with Financial Accounting team to ensure all payroll activities have been accurately reflected, and analysis of payroll reports for management, including overtime, utilization, fatigue management.
- Provides timely and accurate information to finance payroll accounting and statutory payments
- Manages periodic and year-end tax processes including tax adjustments for the group
- Acts as the contact person for the company to third parties such as statutory regulators, Insurance Companies, and payroll providers
**What We Require From You**
- Hands-on, discreet, strong functional knowledge and a minimum of 5 years experience in managing payrolls in Singapore, leading a team and managing payroll vendors
- Knowledge of employment regulations, insurance and income tax reporting for Asia countries listed
- Experience in designing, implementing, and reviewing internal controls aimed at reducing operational risk.
- Strong client service mentality, able to work with stakeholders, employees, and vendors to deliver a positive employee experience.
- Preferable to have minimum of 5 years experience in a payroll department
- Applicable University degree or equivalent work experience
- Experience with processing payroll in countries across different countries
