**Job Detail**
- Prepare cost estimates and analysis for new projects
- Responsible for receiving, organizing and reviewing tender specifications and most importantly to fully understand project preambles and method of measurement for purpose of preparation accurate costing for tender in line with Project Requirements
- Carry out costing analysis and post mortem analysis based on data collected from completed projects and to conduct lesson learnt on tenders which were not successful
- Negotiate with suppliers, vendors & contractors, where required
- Participate and lead contract negotiations and clarifications with customers
- Refine and reconfigure estimating and analysis business processes that will ensure applicability at the project level
- Setup bid analysis system to evaluate cost estimates metrices by trades, categories, cost codes etc.
- Implement strategy for estimating project cost, including direct labour, materials, permanent equipment, and construction equipment etc.
- Responsible for preparing accurate cost estimations, cost summaries and bid analysis, and concise presentation in a timely fashion for submission to senior management
- Triangulate cost estimates, actual past project costs, and proposed basis for pricing strategy, for discussion and review with senior management
- Setup database system for project cost estimates versus actual project costs by working with estimating, project management, production, procurement, subcontracts, QS, and finance functions within the company
- Reviews project plans and specifications and coordinates with the team to confirm complete scope
- Identifies and evaluates all the technical issues that are related to projects
- Review and complete the bid forms and ensure that they are within the given specifications
- Perform evaluation of bids and provide the pricing in a timely manner
- To conceptualize layouts for the project and review all estimates before they are being submitted
- Closely monitor the results of the tenders and update them in the tender register
- Responsible for conducting tender costing review with senior management and tender committee for approval
- Responsible for preparing project budget for commercial handover to production department upon project award

**Requirements**:

- Bachelor’s in civil engineering / Marine & Offshore
- Minimum 6 years of experience working as an Estimator role in Oil & Gas fabrication sector is preferred
- Prior experience in a Senior Estimating role and managing a team
- Excellent understanding of Cost Management, Change Control, Planning & Risk Analysis & Management
- Thorough knowledge of estimating techniques and systems with a detailed knowledge of how these are applied
- Excellent understanding of project management principles and techniques
- PC Literate
