Lead, direct and manage the Building Maintenance Division of ODFM in maintenance, upkeep and cleaning works, technically and contractually, to ensure all buildings, infrastructure, roads, drainage system, landscape and plants are in proper order, safe, sustainable and efficient in operation to meet the University’s purpose within budget and standards set with close coordination with other key divisions.

**Responsibilities**:
1. Building Management
- Manage a team of technical executives to maintain and upkeep all buildings and infrastructure within NTU Yunnan Campus and other locations in Singapore including the planning of upgrading and improvement works such that all the facilities are in reasonably good and safe conditions to provide a conducive environment for the conduct of teaching and research activities

2. Day-to-day running of the divisions in:

- Preventive and cyclical maintenance; Cleaning works in both buildings and infrastructure;
- Upgrading and improvement works to existing facilities covering short and long term scheduling; Enhancement of works coordination with other divisions within ODFM and other departments;
- Assessment and approval of works requests for compliance with procedure and norms;
- Continuous assessment to improve the safety provisions in common areas;
- Engaged in environmental sustainability

3. Contract management
- Planning for term contracts for building services maintenance, cleaning services, waste disposal, landscape and grass cutting, potted plants and flowers, pest management, painting, minor works;
- Arrangement for Periodic Building Inspections and Façade Inspections;
- Conduct open tenders for the various term works and adhoc works;
- Review and recommend Tender Evaluation Reports for approval

4.Budgeting
- Conduct and prepare budgeting proposal for upcoming year for financial submission,
- Budget control, monitoring and assessment for each financial year to ensure operations are within allocated budget.

5. General
- Work processes reviews and implementation of new measures where applicable;
- Assignment as member in steering committee or working committee for specific University-wide projects or initiatives;
- Review and assessment of Lease Agreements for leases of spaces within and outside of NTU including coordination with or obtain comments from other relevant departments

**Requirements**:

- A degree in Building, Estate, Mechanical-Electrical-Plumbing Engineering or Civil Engineering, acceptable by the respective professional bodies for registration.
- Registered professional in the respective field would be an advantage.
- At least 20 - 25 years in estate and facility management / consultancy experience / project management or relevant experience in the estate / building / construction industry of sizable property of 0.5 million square meters GFA and annual maintenance budget of $ 5-6 million.
- Strong and sound technical knowledge in respective field of training.
- All round good understanding and appreciation of other related disciplines in the industry.
- Training, exposure and hands-on experience in environmental sustainability would be favourable
- IT Skills - Words, Excel, Office, Outlook, PowerPoint etc
- People management ability, Presentation ability, Communication
- Technical knowledge, Facility Management, Contract Management, Financial/Budgeting Management skills
