Singapore Ministry of Communications and Information Full time

**What the role is**
- MCI’s role in public communications is to ensure that members of the public are kept informed and engaged on Government policies and programmes. This includes ensuring that Government messages reach the right people at the right time through the right channels, guided by the use of data and analytics to inform our communication approaches. Some examples of our communication approaches include media relations, crisis communications, integrated marketing campaigns, digital communications, evidence-based research, citizen engagement and translations.

**What you will be working on**
- Sense-make the future technology environment: Lead and drive tech horizon scanning efforts to identify innovative and leading-edge digital solutions, and assess their relevance to be piloted or adopted by the Government to enhance public communications
- Strategic partnerships: Forge strategic partnerships with key industry partners and thought leaders to keep pace with the dynamic communications, media and technology industries
- Deliver Digital First strategy: Advise MCI divisions and communications units in other Government agencies on the development, incubation and implementation of new and feasible technologies that align with MCI’s technology roadmap and Whole-of-Government communication priorities
- Foster a culture of digital literacy: Through design research and stakeholder engagement, lead business teams to identify and ideate for digital transformation possibilities and use cases for technological innovations. This includes leading design thinking workshops and ideation sessions for business teams and facilitating direct engagement between business teams and industry partners.
- Lead the set-up of a Digital First Innovation Lab to showcase and test new technologies for public comms
- Oversee the tracking and evaluation of the performance of new technologies
- Provide regular updates on insights and recommendations to senior management
- Share best practices and case studies with other Government agencies

**What we are looking for**
- A technology leader with at least 10 years of relevant work experience in communications, technology (e.g. infocomm, media technology) and/or government experience
- Experience in leading and managing a team
- Strong interest in communications and technology as enablers for public communications
- Adept in design thinking and change management methodologies
- Experience in educating non-technical public service officers about innovation and technology
- Ability to network and to work well with tech experts and service providers
- Goal-oriented, innovative and a problem-solver with strong project management skills
- Excellent written and verbal communication skills
