**Job Purpose**

To play a part in shaping Singapore’s healthcare landscape through:

- Analysis and reporting of the financial performances (actual/forecast/budget) of institutions within the organization;
- Anchor the reporting of subvention and HQ retention.
- Assist in the consolidation of financials for management and statutory reporting (including liaising with external auditor);
- Assist in the tracking of reserves utilization;
- Assist in the annual budget and projection cycles;
- Liaise with MOHH and MOH on reporting matters;
- Formulation and update of cluster finance policies and provide active responses to queries raised;
- Data collation and analysis to support management’s decision making;
- Identify ways to improve productivity and cost management; and
- Any other work relating to financials management as assigned.

**Subvention and HQ Retention**
- Assist in formulation of HQ retention and management fee schemes
- Engage MOHH/MOH for subvention related queries, subvention funding gaps and other MOH related finance matters
- Assist to check the completeness and accuracy of subvention receipts and prompt disbursement to institutions.
- Assist in special audit on subvention matters and liaise with key stakeholders such as AGO, MOH and auditors
- Keep track of Letter of Awards issued by MOH and monitoring the institutions’ fulfillment of obligations in accordance with the signed Letter of Award (LOA).
- Assist in the formulation of funds flow process and reporting requirements as part of NHG’s obligations per Master Framework Agreement (MFA)
- Periodic reconciliation of subvention accounts including subvention ageing, GL movement.

**Budgeting and Projections**

**Management Reporting**

**MOH/ MOHH Reporting**
- Analysis and reporting of the financial performances(actual/forecast/budget) of institutions within the organization.
- Assist in consolidation and/or review of the group’s financials in selected areas.
- Review accuracy of headcount and patient volumes consolidated.
- Analysis and reporting of the financials for Group Education for the Group.
- Keep track of reserves utilization and movements; and review reasonableness of reserves ring-fenced.
- Assist in the preparation of the projection/budget assumptions and templates.

**Year-end audit and financial statements**
- Assist in the consolidation of Group and Company financial statements for statutory reporting.
- Liaise with external auditor on audit enquiries, if any.
- Use of consolidation system for the assigned accounts.

Other Duties
- Data collation and analysis to support management’s decision making (e.g., Tracking and monitoring of AR days and bad debts write off)
- Finance Policies

Update of cluster finance policies to ensure current policies remain relevant and up-to-date.
- Assist in tracking of reserves utilisation

**JOB REQUIREMENTS**

**Education/Training/Experience**
- A good and recognised degree in Accountancy.
- At least 3 to 5 years of relevant working experience.
- Proficient in Microsoft Word, Excel & PowerPoint.
- Prior external audit experience is required
